M I N U T E S <br />Regular Meeting <br />Eugene Planning Commission <br />th <br />Sloat Room—Atrium Building—99 West 10 Avenue <br />June 29, 2009 <br />11:30 a.m. <br />PRESENT: Phillip Carroll, Chair; Ann Kneeland, Vice Chair, Heidi Beierle, Rick Duncan, <br />Randy Hledik, John Lawless, members; Cindy Clark, Lisa Gardner, Rene Kane, <br />Steve Nystrom, Carolyn Weiss, Planning and Development Department; Gary <br />McNeel, Rob Inerfeld, Public Works Department; Kathryn Brotherton, City <br />Attorney; Tim Taylor, Majeska Seese-Green, Kevin Matthews, Pat Johnston, <br />Jared Mason-Gere, guests. <br />ABSENT: Jeffery Mills, member. <br />Mr. Carroll convened the Planning Commission and called for public comment. <br />I. APPROVAL OF MINUTES—May 11, 2009 <br />Mr. Lawless, seconded by Ms. Beierle, moved that the May 11, 2009 <br />minutes be approved as submitted. The motion passed unanimously, 5:0. <br />II. PUBLIC COMMENT <br />Ms. Kneeland arrived at 11:35 a.m. <br />Responding to a question from Kevin Matthews, Ms. Brotherton stated the West Eleventh <br />Avenue widening project was being processed as a quasi-judicial matter, the record was closed <br />and the Planning Commission could take no additional information. <br />Kevin Matthews, <br />P.O. Box 1588, said it would be helpful for the public for the Planning <br />Commission to clarify which processes were following the legislative path and which were <br />following the quasi-judicial path. He said the neighborhood program was an important area of <br />city activity. While it had been through some ups and downs over the years, the current <br />leadership was earning confidence, and he encouraged the Planning Commission to support the <br />program. <br />Majeska Seese-Green <br />, P.O. Box 1214, speaking as the Whiteaker Community Council (WCC) <br />neighborhood empowerment initiative representative, echoed Mr. Matthews regarding the <br />neighborhood services staff. She asserted the 2009 Neighborhood Summit did not have the <br />authority to deal with priorities for the neighborhoods and the City, as stated in the Agenda Item <br />Summary (AIS) entitled Neighborhood Program Update included in today’s agenda packet.
