III. NEIGHBORHOOD ACTION PROGRAM UPDATE <br />Mr. Kinnison offered the staff report and reviewed the Significant Events—2005 to Date <br />including: <br />Neighborhood Empowerment Initiative (NEI) identified as Council priority since 2005. <br />Office relocated from Community Development to Planning and to a “public” space on <br />the ground floor of Atrium. <br />Neighborhood Matching Grant Program reinstated in 2007 (funding not identified past <br />FY2010). <br />Staffing changes included creation of two neighborhood planner positions, internal <br />consolidation of positions and program management turnover. Current staffing included <br />a Program Coordinator, Neighborhood Planner and Program Manager. <br />Mr. Kinnision reviewed Program Services: <br />Funding Neighborhood Improvements. <br />Facilitating Communication. <br />Providing Information and Facilitating Delivery of Services. <br />Neighborhood Based Planning. <br />Building Neighborhood Capacity. <br />Neighborhood Empowerment. <br />Looking Ahead. <br />Mr. Lawless thanked Mr. Kinnison for the message he offered. He agreed it was time to look at <br />land use implications of the overall process and try to mature them. <br />Responding to a question from Mr. Carroll, Mr. Kinnison said the consultant used a variety of <br />outreach methods including targeted interviews with City staff, neighborhood leaders and <br />community groups, as well as a web based survey from which they identified missed <br />opportunities for linkages between non-profits organizations, community groups and <br />neighborhood associations. The program was supporting community mediation services to do <br />targeted mediation in the Amazon neighborhood which provided another way to link with a <br />community group. <br />Mr. Carroll opined neighborhoods were not only geographic areas but also communities of <br />interest and asked how the City was approaching those communities of interest. <br />Mr. Kinnison said neighborhoods boundaries provided a framework for action and a way to <br />resolve issues that resounded through all neighborhoods, citing collaborating with Police Chief <br />Pete Kerns and the Eugene Police Department (EPD) Crime Prevention Unit as examples. <br />Ms. Beierle said the Implementation Team had discussed Recommendation #4,Develop a three- <br />pronged approach to community organizing, and the difference between neighborhoods, <br />neighborhood associations, and interest based versus issue based organizing. <br />Responding to a question from Mr. Hledik, Mr. Kinnison stated it was challenging in larger <br />neighborhoods to encourage participation and keep people involved. Any changes would need to <br />be carefully implemented to maintain leadership capacity in the new configuration.
