caused by residents searching for parking. A change is only proposed for developments in R-3 <br />and R-4 zones in WUN and SUNA when large numbers of bedrooms are provided per unit. The <br />proposed change applies to and targets a very small land area in the city of Eugene that is <br />experiencing these real problems. <br />The changes proposed do not affect the densities that can be achieved. Attached is a table <br />(Attachment #1) that includes most of the recent multifamily infill projects proposed or <br />completed in the West University neighborhood. Note that 82% of recent multifamily projects in <br />WUN would comply with the proposed code changes to provide adequate off-street parking. <br />Also note that the average density of the projects that provide adequate off-street parking was <br />significantly greater (55 units/per acre) than the average density of projects that provided <br />inadequate off-street parking (38 units/acre). Please note that providing adequate off-street <br />parking in WUN does not impact the housing densities that are possible. The two WUN <br />multifamily projects with the highest density of over 110 units/acre in an R-4 zone provide off- <br />street parking in excess of (18 to 43% over) what the proposed code changes would require. The <br />proposed code change levels the playing field so all developers in R-3 and R-4 zones in WUN <br />and SUNA play by the same rules. The developers that provide adequate off-street parking are <br />not disadvantaged economically as they are now. <br />Buildings have a long life. The negative impacts created by problem developments now will <br />persist for many years and inflict a toll on WUN and SUNA for years to come. An unfortunate <br />side effect of this problem is that residents and visitors in RPP zones now often spend <br />considerable time hunting for parking space. This is a huge waste of energy resources and <br />counteracts any savings that result from residents walking or biking to the UO and work. <br />Proposed Code Changes for Off-Street Parking Requirements <br />The Multi-D Committee recommends the following code changes for off-street parking <br />requirements for multiple family developments shown below in italics. <br />The specific code changes are shown below in italics. <br />Add the following definitions to EC Section 9.0500 Definitions as follows: <br />Dwelling Unit. <br /> A single unit providing complete, independent living <br />facilities for one or more persons, including permanent provisions for <br />living, sleeping, cooking, eating, and sanitation. <br />Sleeping Room. <br /> Any room designed, built, or intended to be <br />used as a bedroom as well as any other room used for sleeping <br />purposes. Every room used for sleeping purposes shall be a: <br /> (a) habitable room as defined by the current Oregon Structural Specialty Code <br />(OSSC) or Oregon Residential Specialty Code (ORSC); <br />(b) shall not be a kitchen; <br />(c) shall have natural light, ventilation, and windows or other means for escape <br />purposes as required by OSSC or OSRC; and <br />Multi-Dwelling Infill Committee Parking Recommendations - April 6, 2009 Page <br />4 <br /> <br />
