Flood # 1 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 1, 2, 4 <br />Consult with property owners and explore mitigation actions for <br />the 4 properties on FEMA's national repetitive loss list. <br />Rationale for Proposed Action Item: <br />The city of Springfield has four repetitive flood loss properties in the city’s Urban Growth Boundary <br />(UGB) but outside of the city limits. However, once these properties are annexed into the city limits, they <br />can be a burden on the city’s services if they have not been mitigated for floods. Repetitive loss properties <br />are insurable buildings that have seen more than $1,000 paid by the National Flood Insurance Program <br />within any rolling 10-year period, since 1978. Mitigating these properties for floods will reduce the <br />property’s NFIP premiums, help save lives, and reduce the cost to the city of Springfield and Lane County <br />should a response be required. <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that address new and <br />existing buildings and infrastructure [201.6(c)(3)(ii)]. Consulting with property owners to explore mitigation <br />options will reduce the flood risk to these existing four repetitive flood loss properties. <br />Ideas for Implementation: <br />Consult with Lane County Emergency Management, OEM, and DLCD to develop appropriate mitigation <br />activities for property owners. <br />Conduct a cost benefit analysis for flood mitigation projects for each of the four properties. <br />Consider requiring flood mitigation activities on the property prior to allowing the property to be annexed <br />into the city of Springfield. <br />Seek funding to pay for flood mitigation activities, such as through the federal Flood Mitigation <br />Assistance (FMA) Program. <br />Coordinating Organization: Springfield Emergency Management <br />Internal Partners: External Partners: <br />Springfield Public Works, Springfield Lane County, FEMA, OEM, DLCD <br />Planning Department <br />Timeline:If available, estimated cost: <br />Short Term () <br />Long Term (2-4 or more years) <br />0-2 years <br />3 years <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Continued action item from 2004 plan. <br />
