Winter Storm # 1 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 2, 3, 4 <br />Continue tree trimming efforts especially for transmission lines <br />. <br />and trunk distribution lines <br />Rationale for Proposed Action Item: <br />High winds and ice during winter storms can topple trees and break limbs which in turn can result in <br />power outages and disrupt telephone, computer, and TV and radio service. Both the Eugene Water and <br />Electric Board (EWEB) and the Springfield Utility Board (SUB) trim trees on public property, as well as <br />private property when necessary, to reduce the likelihood that tree limbs will cause future power outages. <br />Continuing proper tree trimming for transmission lines and trunk distribution lines will help prevent power <br />outages and damage to property from winter storms. <br />Eugene and Springfield have both experienced severe winter storm events in the past and are highly <br />vulnerable to future winter storms. The winter storm risk assessment notes that Eugene and Springfield <br />both have a high probability and high vulnerability to winter storms. Continuing tree trimming efforts <br />near transmission lines and trunk distribution lines will reduce Eugene and Springfield’s vulnerability to <br />future winter storms. <br />The Disaster Mitigation Act of 2000 requires communities to identify mitigation actions that address <br />existing buildings and infrastructure [201.6(c)(3)(ii)]. Continuing tree trimming efforts, especially around <br />transmission lines and trunk distribution lines, will protect critical infrastructure, such as power lines, from <br />damage in winter storms. <br />Ideas for Implementation: <br />Identify areas that experience frequent power outages caused by falling tree limbs and focus tree trimming <br />efforts on those areas. <br />Inform property owners and neighborhood associations about the importance of tree trimming and how <br />they can assist the utility boards in identifying areas in need of trimming. <br />Coordinating Organization: Eugene Water and Electric Board (EWEB), Springfield Utility <br />Board (SUB) <br />Internal Partners: External Partners: <br />Eugene/Springfield Public Works Neighborhood Associations <br />Departments <br />Timeline:If available, estimated cost: <br />Short Term () <br />Long Term (2-4 or more years) <br />0-2 years <br />Ongoing <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Action item continued from 2004 plan with rewording. <br />
