Winter Storm # 2 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 2, 3, 4 <br />Continue to educate private property owners about dangers of <br />vegetation near distribution lines and service drops <br />Rationale for Proposed Action Item: <br />High winds and ice during winter storms can topple trees and break limbs which in turn can result in <br />power outages and disrupt telephone, computer, and TV and radio service. While the Eugene Water and <br />Electric Board (EWEB) and the Springfield Utility Board (SUB) manage vegetation near power lines in <br />public areas, private property owners are responsible for informing the utility companies about vegetation <br />on their property that must be removed. Both utility companies educate property owners about the dangers <br />of vegetation near distribution lines and service drops, and they send letters to property owners if there is a <br />problem with vegetation near lines. Continuing these efforts will further help to prevent power outages <br />and damage to property from winter storms. <br />Eugene and Springfield have both experienced severe winter storm events in the past and are highly <br />vulnerable to future winter storms. The winter storm risk assessment notes that Eugene and Springfield <br />both have a high probability of winter storm recurring and a high vulnerability to winter storms. <br />Continuing to educate the public about the dangers of vegetation near distribution lines and service drops <br />will reduce both cities’ vulnerability to winter storms. <br />The Disaster Mitigation Act of 2000 requires communities to identify mitigation actions that address <br />existing buildings and infrastructure [201.6(c)(3)(ii)]. Continuing to educate private property owners <br />about the dangers of vegetation near distribution lines and service drops will reduce the impact of winter <br />storms on private property owners. <br />Ideas for Implementation: <br />Educate homeowners in pruning of vegetation, tree care safety, and proper tree care for trees bordering <br />utility corridors and public rights of way via Safety Fair, Website, or Quarterly Newsletter. <br />Coordinate with arboricultural groups, public agencies, and utilities to promote proper tree pruning and <br />care practices that can reduce the risk of tree failure and property damage.
