Winter Storm # 5 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 1, 2, 4 <br />Continue to encourage cities of Eugene and Springfield to <br />underground key power lines and new developments to include <br />underground power lines. <br />Rationale for Proposed Action Item: <br />High winds and ice during winter storms can topple trees and break limbs which in turn can result in <br />power outages and disrupt telephone, computer, and TV and radio service. Eugene and Springfield’s risk <br />assessment also notes that both cities have a high probability a winter storm will occur and a high <br />vulnerability to winter storms. Encouraging the undergrounding of key power lines and including <br />underground power lines in new developments can significantly reduce Eugene and Springfield’s <br />vulnerability from winter storm events. <br />The Disaster Mitigation Act of 2000 requires communities to identify mitigation actions that address new <br />and existing buildings and infrastructure [201.6(c)(3)(ii)]. Undergrounding key power lines and requiring <br />new developments to have underground power lines will protect this critical infrastructure from winds and <br />ice during winter storms. <br />Ideas for Implementation: <br />Identify key power lines in Eugene and Springfield that should be undergrounded. <br />Provide stronger enforcement of undergrounding power lines in new developments. <br />Consider incentives to utility companies to encourage undergrounding power lines in the community. <br />Coordinating Organization: Eugene Planning Department, Springfield Development Services <br />Department <br />Internal Partners: External Partners: <br />EWEB, SUB, Public Works Lane County <br />Timeline:If available, estimated cost: <br />Short Term ()Long Term (2-4 or more years) <br />0-2 years <br />Ongoing <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Action item continued from 2004 plan with rewording. <br />
