Earthquake #2 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 2, 4 <br />Consider seismic vulnerability assessments, and develop <br />mitigation strategies for seismic retrofit of critical public <br />buildings and critical utility infrastructure identified as <br />particularly vulnerable. <br />Rationale for Proposed Action Item: <br />Eugene and Springfield have developed seismic vulnerability estimates for a number of public buildings, <br />including city hall and all fire stations, and have also completed a number of vulnerability estimates for <br />critical infrastructure such as the Glenwood Bridge in Springfield. However, a number of other public <br />facilities and utility infrastructure, including bridges crossing the Willamette, and water and sewer mains, <br />may have not undergone seismic vulnerability assessments. In determining which critical facilities are <br />particularly seismically vulnerable, Eugene and Springfield can proceed with a fact-based vulnerability <br />assessment to develop mitigation strategies to address specific needs. <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that reduce the <br />effects of hazards on the community, particularly to buildings and infrastructure [201.6(c)(3)(ii)]. <br />Identifying critical and essential facilities for seismic retrofit will help to identify major seismic issues and <br />appropriate mitigation actions to protect critical and essential facilities. <br />Ideas for Implementation: <br />Explore funding opportunities to develop an inventory of schools, universities, large employers’ facilities, <br />marketplaces and critical facilities that do not meet current seismic standards. <br />Use DOGAMI’s Seismic Vulnerability Assessment completed in 2007 to begin developing an inventory. <br />Develop Pre-Disaster Mitigation Grant proposal based on the Capital Improvements Plan assessment and <br />priority for seismic upgrades. <br />Coordinating Organization: Eugene Emergency Management, Springfield Emergency <br />Management <br />Internal Partners: External Partners: <br />Eugene/Springfield Public Works, Eugene DOGAMI, OEM <br />Water and Electric Board (EWEB), <br />Springfield Utility Board (SUB) <br />Timeline:If available, estimated cost: <br />Short Term ()Long Term (2-4 or more years) <br />0-2 years <br />4+ years <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Continued from 2004 plan with rewording <br />
