Earthquake #3 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goal 2 <br />Conduct benefit-cost analyses contingent upon funding for <br />retrofit projects of important public facilities, including utility <br />systems, bridges and dams and special hazard private facilities <br />such as bulk fuel storage and hazmat facilities <br />Rationale for Proposed Action Item: <br />Conducting a benefit-cost analysis is the first step toward FEMA-funding of mitigation projects and can <br />help determine whether a project is financially beneficial to implement. However, these analyses are often <br />costly and can only be conducted if funding is present. <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that reduce the <br />effects of hazards on the community, particularly to buildings and infrastructure [201.6(c)(3)(ii)]. <br />Identifying critical and essential facilities for seismic retrofit will help to identify major seismic issues and <br />appropriate mitigation actions to protect critical and essential facilities <br />Ideas for Implementation: <br />Address the two city hall’s seismic vulnerability <br />Consult with the jurisdiction’s Capital Improvement Plans to determine which facilities will be replaced <br />relatively soon and which will be in service for the foreseeable future. <br />Determine possible vendors capable of conducting seismic benefit-cost analyses. <br />Coordinating Organization: Eugene Emergency Management, Springfield Emergency <br />Management <br />Internal Partners: External Partners: <br />Eugene/Springfield Public Works DOGAMI, OEM <br />Timeline:If available, estimated cost: <br />Short Term ()Long Term (2-4 or more years) <br />0-2 years <br />3+ years <br />Form Submitted by: Eugene and Springfield Steering Committees <br />Action Item Status: Reworded from 2004 plan. <br />
