Earthquake #4 <br />Proposed Action Item: <br />Alignment with Plan Goals: <br />Goals 1, 2, 4 <br />Encourage partners to seek funding to further assess the <br />“probability of collapse” for critical buildings/schools listed in <br />DOGAMI’s rapid visual assessment and structurally reinforce <br />vulnerable buildings to prevent loss of life <br />Rationale for Proposed Action Item: <br />In 2007 DOGAMI completed a Statewide Seismic Needs Assessment that used Rapid Visual Screening <br />(RVS) to assess the seismic risk, also known as collapse potential, of schools, hospitals, and critical <br />facilities such as police and fire stations in the state of Oregon. The RVS assessment is based on the <br />maximum considered earthquake for the location being assessed, and rates buildings by a Very High, <br />High, Moderate, or Low seismic risk. The Seismic Needs Assessment assessed that a total of 34 buildings <br />in the Eugene/Springfield area that had a ‘high’ or ‘very high’ risk of collapse. The full data set can be <br />found here: http://www.oregongeology.com/sub/projects/rvs/SSNA-abridged-data.pdf <br />The Disaster Mitigation Act of 2000 requires communities to identify actions and projects that address <br />new and existing buildings and infrastructure [201.6(c)(3)(ii)]. Assessing the “probability of collapse” for <br />buildings surveyed by DOGAMI and seismically retrofitting them will reduce their vulnerability by <br />preventing damage to life and property. <br />Ideas for Implementation: <br />Further assess structures that were identified in DOGAMI’s Seismic Needs Assessment as having a ‘high’ <br />or ‘very high’ risk of collapse.
