(Each Shift Commander <br />would be responsible for his or her own battalion in addition to receiving reports from the chiefs of the other <br />two battalions.) This is necessary to maintain a reasonable span of control for the Operations Chief (3-1 as <br />opposed to 9-1) and to establish a central point for administrative functions such as roster management. <br />Because the 3 battalion model is already effectively operating at the street level, this merger would aid in <br />establishing operational planning functions for the metro area and clearly making consistent operations <br />decisions from one point. Operating under an intergovernmental agreement or joint powers authority would <br />continue the use of separate contracts for both IAFF Local 851 and 1395. A merger would necessitate <br />bargaining a contract for a combined Local. <br /> <br />Identify potential increases and consolidations in FTE: <br />There is the potential for an increase in salary costs due to the proposed reclassification of three <br />District/Battalion Chiefs to the position of “Shift Commander.” This increase would reflect compensation <br />for an increased administrative workload and management responsibilities to maintain an acceptable span of <br />control in the Operations Division. This would not occur under a functional consolidation, but would be <br />required if the Eugene-Springfield fire service became – or annexed into – a district. <br /> <br />What positions will be consolidated through attrition: <br />The former Operations Chief (Deputy Chief rank) in Springfield has been reassigned to the position of <br />Planning Chief, and the Operations Chief position is currently vacant and would remain so under a <br />functional consolidation. The occupied Planning Chief position would be temporarily absorbed into the <br />Office of the Chief of Department, but upon the departure from the organization of any Deputy Chief, all <br />Deputy Chief positions will be re-evaluated with a view toward eliminating one, for a savings of $133,000. <br /> <br /> <br /> <br /> <br />4 <br /> <br />ATTACHMENT 3 <br /> <br />
