ATTACHMENT C <br />companies which might have been utilized as coverage units during previous training sessions. <br /> <br />Other sites to facilitate a “pod” instructional delivery model may be needed in the future. <br />Existing fire stations with common meeting rooms would be a good, interim use for this system <br />and would incur no cost. <br />Technology requirements: <br /> <br />? <br /> For routine business functions: <br />Common server accessible by both jurisdictions. This needs to include common drive space and <br />the ability to host common database and intranet presence. This needs to be configured to allow <br />equal access and security rights regardless of whether the user is logged in to the Springfield or <br /> <br />Eugene network. <br /> <br />? <br /> For communication: <br /> <br />Network e-mail, cell phones, Nextel, common radio frequencies <br /> <br />? <br /> For documentation: <br /> <br />A joint training record database such as Firehouse RMS. As mentioned above this should be <br />hosted on a server shared and equally accessible by both jurisdictions. Additionally this database <br />needs to be robust enough to track all training activities (call out development programs, task <br />books, EMS, special teams, and Recruit Academy) <br /> <br />Summary of the sequence of events that are required for implementation: <br /> <br />Initial considerations would be: <br />? <br /> <br />Determination of implementation date by senior staff <br />? <br /> <br />Determine overall department priorities to ensure seamless work product among crews on the street. <br />Incorporate these priorities into the establishment of a new training calendar. <br />? <br /> <br />Assignment of areas of responsibility to Training staff <br />? <br /> <br />Review of responsibility areas by staff to look at areas of commonality/difference. Create a plan <br />for implementation of new combined programs. <br />? <br /> <br />Determine sustainable training calendar during merger process ensuring all mandated statutory training <br />occurs. <br />? <br /> <br />Determine a training delivery model which would include pod instruction, drill field utilization, closed <br />circuit TV training, web-based training, and remote drilling site utilization. <br />? <br /> <br />Establishment of work sites and dissemination of all above information to the department whole. <br />Standardization of all policies and procedures would be an end goal but this would take some time due <br />to current differences in equipment and/or policy and union contracts. <br />40 <br /> <br />ATTACHMENT 3 <br /> <br />
