representative, a Planning Commissioner, an Architect, three neighborhood resident Task Team or
committee members, and two city staff members.

This group debated the methods of measuring building height and different values for maximum
height in various geographic sub-areas over a period of three months. It was very difficult for the
group to come to agreement on a single set of recommendations. The group reported back to the
th
Planning Commission on September 14 that they were making progress, had agreement in most of
the sub-areas, and would hold another meeting to attempt to gain agreement on what to recommend
th
for the public hearing scheduled for October 20th. At their September 28 meeting, B-HIT agreed
to forward three options to the Planning Commission, including Alternate A, favored by most of the
neighborhood representatives as a compromise they could live with, and Alternate B, the “minority
report” favored by builders as a compromise they could live with. Alternate C was included at the
request of West University representatives to address areas further away from the university.

Summary of Building Height Alternatives
Area Covered Maximum Height (ft)
Alternate A SUNA R-3 Zone: 35
thth
18/Patterson/20/Agate R-4 Zone: 50 up to
65/75*

WUN 13 th R-4 Zone: 65/75*
th
Alley/Hilyard/18/Kincaid
Alternate B SUNA R-3 Zone: 35
thth
18/Patterson/20/Agate R-4 Zone: 50 up to
75/90*
WUN 13 th R-4 Zone: 75/90*
th
Alley/Hilyard/18/Kincaid
Alternate C SUNA R-3 Zone: 35
thth
18/Patterson/20/Agate R-4 Zone: 50 up to
65/75*
WUN All R-4 property R-4 Zone: 65/75/90*
*Depending on size of development site

The concept of tying building height to site size was introduced during the B-HIT process by Steve
Baker from WUN. Staff included the 65/75 foot formula in the R-4 zones for both WUN and SUNA
in Options A and C, to provide consistent code where the affected property is across the street from
the University of Oregon campus and does not abut an R-1 zone. SUNA representatives do not
favor this approach and support an absolute limit of 65 feet in the R-4 zone.

th
The Planning Commission held a public hearing on October 20 and heard testimony in support of
all three Alternatives (7 individuals that were primarily from the SUNA neighborhood for Alternate
A, 5 individuals that primarily represented builders for Alternate B, and 2 WUN neighbors for
th
Alternate C). In considering the 18 Avenue/Alder Street subarea, the commission noted support for
th
facilitating architectural variety along the 18 Avenue edge, and found that Alternate B
