th <br />The graph below shows the evolution of the recommendations concerning height along 18 Avenue. <br /> <br /> <br />The Land Use Code Update introduced the 120 foot building height in the R-4 zone. (Prior to 2001, <br />there was no height limit in this zone.) When the Minor Code Amendments process (MiCAP) <br />standards related to building height transitions were adopted, the portion of the R-4 zone abutting the <br />th <br />south side of 18 Avenue was not included; allowable height therefore remained 120 feet. A sub- <br />committee of the ICS Task Team recommended 50 feet in this area, and for the R-4 zone in the West <br />University Neighborhood along Alder Street. The main factors affecting this recommendation were <br />the research on other cities’ maximum height limits in high density residential areas (average 62.5 <br />feet) and the survey of existing buildings in the neighborhoods that accommodated near maximum <br />densities in buildings under 50 feet (these supporting documents were submitted into the record by <br />Al Couper, Lauren Hulse, Steve Baker, Carolyn Jacobs, Tim Shinabarger, and others). <br /> <br />The ICS Task Team voted 14-1 to support the Multi-Dwelling Committee recommendation in March <br />2009. The Planning Commission heard a presentation about this recommendation in April, and <br />directed staff to form an implementation team to solicit participation from a broader pool of <br />interested parties, turn the proposal into code language, and report back to them in September. The <br />Building Height Implementation Team (B-HIT) included a Homebuilders Association <br />
