This memo outlines the questions <br />and staff responses. <br /> <br />Parking <br /> <br /> <br />1.Provide more information on car-sharing. Where does the car come from? Who <br />certifies the organization, and what is the city’s role in approval and oversight? <br /> <br />The one existing car-sharing organization in Eugene is WeCar, a division of Enterprise Holdings <br />rental car company. WeCar has agreements with the University of Oregon to have two cars <br />available near the Erb Memorial Union, and with Eugene Rentals, a property management firm, to <br />have one car available at the Alder Commons (19th and Alder) development. In these examples, <br />WeCar provides the vehicle, and the host organizations provide the parking spaces. WeCar has <br />different agreement models, with the terms varying depending on the particular needs of the host. <br />? <br /> <br />In the University example, students, faculty and staff are eligible to become members, and <br />they must pay an initial fee of $20 plus an annual membership fee of $50, then they pay an <br />hourly rate of $10.50 per hour to use the car. <br />? <br /> <br />In the Eugene Rentals example, residents of the development are provided memberships to <br />the organization, and they pay only hourly rates. The host then makes up the difference if <br />monthly usage requirements of the agreement are not met. The Eugene Rentals car is also <br />available to University of Oregon WeCar members. All three cars reportedly are getting <br />good usage. <br /> <br />Under the draft code language option, the city would certify the car-sharing organization by <br />checking the status of the company (non-profit, cooperative, or corporation) and reviewing the <br />
