Has the City of Eugene analyzed whether there is an actual demand for car- <br />sharing? <br />Has the City determined what its enforcement actions will be if the car-sharing <br />arrangement ends and the property that received the parking waiver is now fully <br />built out with a dwelling unit count based on the parking waiver, thus in violation <br />of the parking requirement expressed in the Eugene Code? Will the City require <br />the property owner not rent out dwelling units? Who will enforce it? Will it be <br />citizen-complaint driven? <br />I respectfully request Council direct staff to conduct further analysis on these <br />issues before incorporating any parking waivers for car-sharing into Code.
