November 23, 2009 <br />Eugene Mayor and City Council <br />c/o Terri Harding <br />Eugene Planning Division <br />99 West 10th Avenue <br />Eugene, OR 97401 <br />RE: Infill Compatibility Standards Hearing, November 16, 2009 <br />Dear Mayor and Councilors: <br />This additional testimony is in response to several issues raised at your November 16th hearing. <br />#1 WUN Refinement Plan and Parking <br />When the WUN Refinement Plan was adopted in 1982, the parking requirements were 1.5 off- <br />street parking spaces/unit. An excerpt from the Eugene Code dated 2/01/89 is below: <br />(a) Residential types <br />1. Dwelling, single family 2 for each dwelling unit on a single lot. <br />2. Dwelling, two-family and multiple 1-1/2 for each dwelling unit: where <br /> fractioned, next highest unit, except <br /> development in RA and R-1 Districts pursuant <br /> pursuant to sections 9.386(14) and (15) shall <br /> provide a minimum of 2 parking spaces per unit. <br />These requirements were later reduced in 1993 to the current net 0.75 net parking spaces/unit (1 <br />parking space required with an automatic 25% reduction by right of development). The ICS <br />parking proposal would only boost the net parking spaces up to an average of about 1.07 <br />parkings/spaces per unit based on an analysis of the multifamily projects built in WUN from <br />2004-2009 (see detailed tables of data on parking in WUN in SUNA in your packets on page <br />131-135). <br />It should also be noted that a similar change to base off-street parking effectively on bedrooms <br />was made in the 1980s for quads and quints (4 and 5 unrelated tenants sharing a unit). The off- <br />street parking for both quads and quints was initially the same as 1.5 parking spaces required for <br />multiple family dwellings. But this was changed so that the 3/01/89 Eugene Code required 2.5 <br />spaces for quads and 3.0 spaces for quints.
