Multi-DProposal #3 <br />Parking Spaces in Required Setbacks <br />Objectives <br />The following proposed code changes are designed to prevent parking in the front and <br />interior yard setback in R-2, R-3, and R-4 multiple-family zones. These were developed <br />by the ICS Multi-Dwelling Committee with the following objectives: <br />Prevent parking from being located in the front and interior yard setback in <br />multifamily developments since this is often the only useable open space provided. <br />Prevent parking from displacing outdoor space and planted areas in the front and <br />interior yard setback. <br />Eliminate confusing language in the current code on parking spaces in required <br />setbacks. <br />I am attaching a photograph of a recent infill project at 1593 Mill Street that is an <br />example of the abuses that this code change is trying to prevent from occurring in the <br />future. <br />Multi-D Parking Spaces in Required Setbacks Motion <br />The Infill Compatibility Multi-Dwelling Committee recommends that the Infill <br />Compatibility Standards (ICS) Task Team approve the following motion on Parking <br />Spaces in Required Setbacks in multifamily residential zones: <br />"The Infill Compatibility Standards (ICS) Task Team requests that City staff and officials <br />incorporate the attached proposal on parking spaces in required setbacks in a forthcoming <br />code amendment process." <br />9.6745 Setbacks-Intrusions Permitted. <br /> (6) Driveways. <br />In any zone, drivewaysor accesswaysproviding ingress and egress to <br />or from parking spaces, parking areas, parking garages, or structured <br />parking shall be permitted, together with any appropriate traffic control <br />devices, in any required setback. <br /> (a) In R-2, R-3, and R-4 zones, a single driveway may be provided as <br />a means to provide on site parking, without leading to other parking <br />spaces, parking areas or courts, structured parking, carports or parking <br />garages. Such a driveway shall be no wider than the full depth curb cut <br />at the street curb associated with the driveway, or 22 feet wide, <br />whichever is less, and must be a minimum of 20 feet in depth and a <br />maximum of 33 feet in depth, measured from the front property line. <br />Such a driveway, and the parking spaces located thereon, may only be <br />oriented at right angles to the front property line, and may not serve <br />any other parking spaces at right or other angles from the driveway. <br />Such a driveway may be located between any structure and the street. <br />Such a driveway may not be located in the interior yard setback unless <br />the driveway is shared between two adjoining properties by a written <br />agreement. <br />Multi-D Parking Spaces in Required Setbacks Proposal #3 (September 9, 2009) Page 1 <br />
