tiating for the location of large light industrial <br />firms in the City. These experiences suggest that <br />a 200 acre .site is needed for companies of a parti- <br />cular size. The lack of choice in the metropolitan <br />area for sites of this size requires the addition <br />of such a parcel to the industrial land supply. <br />(e) The willow Creek area is the best location <br />for placing such a large special light industrial <br />site because: <br />( 1) It is in the general area of the City <br />where a number of special light industrial sites <br />have been planned; <br />(2) Considerable interest has existed in <br />the new special light industrial site by Hewlett -- <br />Packard. Irrespective of the outcome of these <br />discussions the negotiations revealed the market <br />advantages of this site compared with other <br />special light industrial designated and non- - <br />designated parcels in the metropolitan area; <br />(3 ) Creation of a major employment base <br />in the willow Creep area which is largely un- <br />developed) will allow integrated and comprehen- <br />sive planning around that employment center. <br />This integrated planning is more attainable <br />with the special light industrial site in the <br />interior of the willow Creek Basin; <br />(.4) other available parcels sufficient <br />in size to meet industrial land demand of this <br />quality are not as desirable as the one desig- <br />nated in-the plan amendment. They are not <br />located in proximity with the other special <br />light industrial parcels, are not within the <br />urban growth boundary and areas that can be <br />readily serviced Ce.g. Elliott parcel), and <br />-f ai 1 to offer the same opportunity for inte- <br />grated planning with adjacent or nearby resi- <br />dential, commercial and public land uses. The <br />location of the special light industrial site <br />within the willow Creek Basin responds to and <br />is consistent with these policy directions <br />provided in the Metropolitan Area General Plan; <br />(5) From a larger planning perspective, <br />the willow Creek Basin is the logical place <br />for urbanization for Eugene. Expansion of the <br />metropolitan area to the north would require <br />large scale conversion of agricultural land; <br />expansion to the south and southeast would <br />Attachment B - Page 2 <br />
