ATTACHMENT B TO RESOLUTION NO, <br />3699 OF THE CITY OF EUGENE. OREGON <br />In addition to the specific findings referenced, in Resolution <br />No. 3699, the City Council of the City of Eugene adopts the follow- <br />ing supplemental findings to justify the Metropolitan Area General <br />Plan amendment and adoption of the willow Creek Special Area Study: <br />10 LCDC Goal 1 (Citizen Involvement). <br />(a) Further proceedings for citizen involvement <br />have occurred through public hearings before the Lane <br />County Planning Commission and Board of County Commis- <br />sioners and the City of Springfield Planning Commission <br />and City Council. <br />20 LCDC Goal Z .Land Use Planning} . <br />(a) An additional working paper not referenced <br />in the initial findings provides further evidentiary <br />support for the plan amendment and special area study <br />adoption, the Draft Technical Supplement to the Metro- <br />politan Area General Plan, issued in June, 1982. <br />(b) The Urbanization Goal, LCDC Goal 14, is not <br />directly applicable to the subject plan amendment. No <br />change in the urban growth boundary is proposed by <br />this plan amendment. The assumptions. findings and con- <br />clusions in the Metropolitan Area General Plan and its <br />supporting documents offer further legal and factual <br />justification for this plan amendment and special area <br />study -adoption. <br />(c) The process of a discrete plan amendment in <br />connection -with the adoption of the W' llow Creek Spe- - <br />vial Area Study does not open for reconsideration all <br />of the decisions reached in the enactment of the general <br />plan. Two suggestions were made in the course of the <br />plan amendment proceedings for additional plan amend- <br />ments: expansion of the urban growth boundary to include <br />property owned by Mr, Gordon Elliott; and, removal of <br />the special light industrial designation from the west <br />Park property. Neither of these sites are within the <br />geographic area of this special area study and are, <br />therefore, beyond the scope, 1 e ga 1 ly and factually, <br />of these proceedings. The action requested by each of <br />these proponents may be initiated by applications for <br />privately - initiated plan amendments. <br />(d) The expansion of the amount of land desig- <br />nated as special light industrial within the Willow <br />Creek area is necessitated by City, experience in nego- <br />Attachment B -- Page 1 <br />
