RESOLUTION N0. <br />A RESOLUTION ADOPTING THE FAIRMOUNTIUNIVERSITY OF OREGON <br />SPECIAL AREA STUDY <br />The City Council of the City of Eugene finds that: <br />In the Spring of 1980, the Eugene Planning Commission began a refinement study <br />of the Eugene - Springfield Metropolitan Area General Plan for a portion of the <br />Fairmount Neighborhood, an area defined by Franklin Boulevard on the north; East <br />19th Avenue on the south; Fairmount Boulevard and the area north of the extension <br />of East lath Avenue on the east; and Agate Street on the west. <br />A p l a n n i n g committee was formed to work with City staff in developing a plan for <br />the area, subsequently referred to as the F rmount/Uni vers i ty of Oregon Special <br />Area Study. Membership on the planning committee included representatives of <br />the Fairmount Neighborhood organization, representatives of area businesses, and <br />representatives of the University of Oregon. <br />In May, 1952, a draft Fairmount/University of Oregon Special Area Study was <br />mailed to all property owners and all addresses within the study boundaries. <br />On May 25, 1982, the Campus P l a n n i n g Committee of the University of Oregon <br />adopted and recommended that the President of the University adopt the portion <br />of the Fairmount/University of Oregon Special Area Study entitled University of <br />Oregon Deve l opment Policy, East Campus Area, as University policy. The University <br />President adopted the East Campus Development Policy on July 2, 1982. <br />The Fairmount Neighbors neighborhood association held a public hearing on the <br />Special Area Study draft on June 9, 1982. On June 9. 1982, the Fairmount <br />Neighbors adopted the draft Special Area Study with certain recommendations for <br />modifications thereof, <br />The Eugene P l a n n i n g Commission held a public hearing on the Fairmount/University <br />of Oregon Special Area Study draft on July 13, 1982, The Planning Commission <br />took action at its meeting of July 13, 1982, to recommend a revised version of <br />the Fairmount/University of Oregon Special Area Study for adoption by the City <br />Council. <br />The City Council held a public hearing on the Fairmount/University of Oregon <br />Special Area Study on September 27, 1982 and considered recommendations from the <br />Planning Commission, the Fairmount Neighbors, and members of the public. <br />The P l a n n i n g Commission and the City Council have reviewed the Fairmount/ <br />University of Oregon Special Area Study. Based on the findings herein and the <br />public testimony, the City Council finds that the Fairmount/University of <br />Oregon Special Area Study is consistent with the Eugene-Springfield Metropolitan <br />Area General Plan, the 1974 Community Goals and Policies,, and the Statewide <br />Planning Goals. <br />
