<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Eugene Comprehensive Lands Assessment <br /> <br /> <br />Meeting Date: February 24, 2010 Agenda Item Number: C <br />Department: Planning and Development Staff Contact: Jason Dedrick/Lisa Gardner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5451/541-682-5208 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session is an opportunity for the City Council to receive a project update on the Eugene <br />Comprehensive Lands Assessment (ECLA), specifically on progress toward the final land need <br />determination in April, as well as an overview of the approach to early community conversations on the <br />next phase of the project, determining a Eugene-only Urban Growth Boundary. <br /> <br /> <br />BACKGROUND <br /> <br />The goal of the comprehensive lands assessment is to determine whether Eugene has a sufficient supply <br />of land within the Urban Growth Boundary (UGB) to meet the projected demand for residential, <br />commercial, industrial, and public/semi-public land over the next 20 years. This work was undertaken in <br />response to House Bill 3337 which requires Eugene and Springfield to each take action to establish <br />separate urban growth boundaries. A resolution approved by the City Council on December 9, 2009, <br />accepted the draft land need associated with this work with the intent to review and refine this <br />information by April 2010. Additionally, the council approved a motion on October 28, 2009, directing <br />staff to take necessary action for the council to adopt a Eugene-only UGB by the end of February 2011. <br /> <br />Draft Land Need <br />As of December 2009, the draft land need was identified as 1,500 to 3,000 acres. This range was <br />illustrative of the fact that a series of outstanding issues identified by the ECLA Community Advisory <br />Committee (CAC) still needed to be resolved (see Attachment A). Since this time, staff, members of the <br />CAC and other community members have been working to resolve these issues in order to determine the <br />final land need. This work session will provide an opportunity for council to receive an update from <br /> <br />staff on specific progress toward resolution of the outstanding issues. <br /> <br />Next Steps <br />Staff, CAC members and other community members will continue to work toward resolution of the <br />outstanding issues and the presentation of a final land need in April. At that time, the council will be <br />given the opportunity to accept the final land need. If this acceptance shows that additional land is <br />needed, the City will have to undertake a process to examine our policies, seek land use efficiency <br /> <br />measures, and conduct other analyses as needed to establish a Eugene-only UGB. <br /> <br />Timeline/Process Update for UGB Determination <br />Concurrent to the ongoing work on the draft land need, staff has initiated the second phase of the <br />project, to establish a Eugene-only growth boundary.
