<br />detailed timeline for the process, which includes scenario development and analysis following the <br />acceptance of the land need in April, a robust community conversation about the best outcomes desired, <br />and the legal process, including planning commission and joint elected official metro plan amendment <br />process. <br /> <br />At the February 24 work session, staff will provide an overview of the timeline being developed to meet <br />council direction for completion of the Urban Growth Boundary determination by February 2011, as <br />well as an introduction to the framework for the community conversations and public outreach approach <br />that are moving forward. <br /> <br /> <br />RELATED CITY POLICIES <br />? <br /> <br />The City Council has included ECLA as a priority item on the Planning Division Work Program. <br />? <br /> <br />Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. <br /> <br />Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase <br />o <br />density and use existing vacant land and under-used land within the boundary more efficiently. <br /> <br />Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. <br />o <br /> <br />Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other <br />o <br />nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban <br />growth boundaries. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />No formal action is required at this time. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />No action is required on this item at this time.
