Direct scenario planning to be carried out in the following phases: <br />a.Phase 1 – Current Biennium (Current RTP and Using Existing Resources) <br />i.Begin engaging the public about the need to reduce transportation GHG <br />emissions and the options, costs, and benefits of reducing GHG emissions. <br />ii.Consider how the population and employment distributions assumed for <br />the regional transportation plan could be altered, consistent with adopted <br />comprehensive plans, to lower GHG emissions. <br />iii.Evaluate proposed actions in their existing regional transportation plans <br />and assess whether those actions would be likely to increase, decrease, or <br />have no effect on GHG emissions. <br />iv.Work with member local governments to identify cost-effective, short- <br />term actions to reduce GHG emissions that can be implemented by the end <br />of 2010 using available resources. <br />b.Phase 2 – Beginning Next Biennium, After LCDC Adopts Light Vehicle GHG <br />Reduction Targets (Additional Resources Needed) <br />i.Review and amend their RTP to meet the relevant adopted GHG reduction <br />target. <br />ii.Model the effects of proposed elements of the plan strategies on GHG <br />emissions. <br />iii.Consider additional possible actions from the GHG reduction toolkit in <br />developing a plan that will meet the GHG reduction target. <br />iv.Continue public involvement. <br />v.Continue working with member local governments to implement land use <br />and transportation actions to reduce GHG emissions. <br />c.Phase 3 – Subsequent Updates to RTPs (Additional Resources Needed) <br />i.Evaluate the performance of their plans and actions to reduce GHG <br />emissions, and based on the evaluation identify and apply updated best <br />management practices and identify changes needed to improve the success <br />of actions to reduce GHG emissions. <br />ii.Incorporate additional actions from the GHG reduction toolkit needed to <br />meet their GHG emission reduction target. <br />iii.Continue public involvement. <br />iv.Continue working with member local governments to implement land use <br />and transportation actions to reduce GHG emissions. <br />6.Public Involvement <br />a.Direct state agencies, in consultation with the Oregon University system, to develop a <br />statewide approach for public outreach and education on GHG emission reduction, <br />climate change, and the relationship to land use and transportation planning, including: <br />i.Soliciting public comment through appropriate means and forums relating to <br />developing the state strategy, guidelines, and toolkit. <br />Page 27 <br />
