information about best practices or to better address local needs and <br />circumstances <br />Additional scenario planning and identify additional actions from the <br />o <br />toolkit, as needed to meet GHG emission reduction target <br />Public engagement <br />o <br />Work with local governments on implementation to reduce GHG <br />o <br />8.Incentives, Reporting, and Compliance <br />a.Direct the state agencies, local governments, and MPOs to coordinate to develop <br />incentives for adopting and implementing plans to reduce GHG emissions from Light <br />Vehicles. <br />b.Direct DLCD and ODOT to report, two years from the effective date of a statute <br />adopting the Task Force recommendations, to the legislature on: <br />i.The state’s progress on developing the state strategy, scenario planning guidelines <br />and GHG reduction toolkit. <br />ii.The MPOs’ progress on scenario planning and adoption and implementation of <br />plans to reduce GHG emissions. <br />iii.Whether new or additional incentives are necessary or appropriate. <br />iv.Whether compliance measures are necessary or appropriate to implement the <br />scenario planning requirements or meet the targets for reducing GHG emissions <br />from Light Vehicles. <br />v.Whether the state should require additional actions or a different framework to <br />carry out the goals of ORS 468A. 205. <br />Other Actions <br />The Task Force also recommends that the 2010 Legislature undertake the following <br />additional actions. <br />1.Direct ODOT and DLCD to fund a pilot demonstration project by the Central Lane MPO <br />Direct ODOT and DLCD to provide funding from existing funds to support the Central Lane <br />MPO in conducting a pilot demonstration of scenario planning in consultation with ODOT, <br />8 <br />DLCD and other metropolitan planning organizations. <br />2.Direct Further Work by the Task Force <br />Direct the Task Force to continue its work, in advance of the 2011 Legislative Session, as <br />follows: <br />a.Provide a detailed estimate of funding needed by MPOs and state agencies to <br />complete planning to reduce GHG emissions from the transportation sector as <br />recommended by the Task Force. <br />8 <br /> The Task Force estimates that a pilot demonstration project for scenario planning would require approximately <br />$500,000. <br />Page 29 <br />
