<br />Citizen Participation
<br />Staff from the cities of Eugene and Springfield employed a multi-faceted approach to engage
<br />community members and other stakeholders in the development of the Consolidated Plan. As a part of
<br />this process, a needs survey was conducted for public and private agencies that provide assisted housing,
<br />fair housing, health services, and social services. Representatives from human service agencies, local
<br />school districts, parks providers, utilities, police departments, legal aid services, and libraries were also
<br />consulted in the development of the Plan. These consultations were on-going and occurred at several
<br />stages of the Plan’s development. In addition, staff met with area housing and community development
<br />advisory committees on several occasions and conducted community surveys, stakeholder focus group
<br />meetings, general public meetings, and public hearings over the course of the Plan’s development.
<br />The draft Consolidated Plan was made available for public review and comment starting March 5, 2010,
<br />and ending April 13, 2010. Advisory committees, agencies, and community members had an
<br />opportunity to submit written comments on the draft Consolidated Plan or provide comments during one
<br />of three public hearings. Two comments were received during this process and have been addressed
<br />through modifications to the Consolidated Plan. The HPB met on April 5, held a public hearing, and
<br />unanimously recommended approval of the Consolidated Plan. The CDBG Advisory Committee met on
<br />April 13, held a public hearing, and unanimously recommended approval of the Consolidated Plan. The
<br />City of Springfield held a public hearing on April 5 and considers adoption of the Consolidated Plan on
<br />April 19, 2010.

<br />Analysis of Need
<br />The Consolidated Plan relies upon an analysis of qualitative and quantitative data in order to identify
<br />housing, homelessness, and community development needs and trends. This picture of need comes from
<br />US Census data and other sources including the 2009 United Way Community Assessment Report, and
<br />housing needs data from Oregon Housing and Community Services.

<br />In summation, the local economy has declined, resulting in fewer job opportunities and less income for
<br />area households. As a result, there is a significant increase in the number of households who cannot
<br />meet the basic needs for food, shelter, medical care, and transportation. In addition, there are a growing
<br />number of seniors, persons with disabilities, and others who are unable to work or cannot find work.
<br />These factors, combined with a relatively tight housing market, have resulted in a large number of
<br />households with moderate or severe housing cost burdens.

<br />Strategic Plan
<br />The assessment of needs and citizen input has led to an emphasis on goals, objectives, strategies, and
<br />outcomes to meet the basic needs of low- and moderate-income households, including social services,
<br />housing, and jobs over the next five years. Strategic plan objectives are organized under Affordable
<br />Housing and Community Development goals in accordance with HUD requirements. A summary of the
<br />goals, objectives and strategies are provided below.

<br />Affordable housing goals, objectives, strategies, and outcomes are intended to address HUD program
<br />objectives to provide decent, safe, and affordable housing. A total of five affordable housing goals are
<br />included in the Consolidated Plan:
