A total of four community development goals are included in the Consolidated Plan: <br /> <br />? <br /> <br />Support a human services delivery system that helps low- and moderate-income persons achieve <br />dignity, well-being, and self-sufficiency <br />? <br /> <br />Provide economic development and diversification through the creation of jobs <br />? <br /> <br />Improve accessibility to public facilities <br />? <br /> <br />Make strategic investments to improve low-income neighborhoods and other areas exhibiting <br />conditions of slums and blight <br /> <br />Fair Housing Plan <br />Development and adoption of a new Fair Housing Plan is a required component of the Consolidated <br />Plan. Eugene and Springfield staff conducted an “analysis of impediments” to fair housing choice and <br />developed strategies to address each identified impediment. Impediments to fair housing choice are <br />defined as any actions, omissions, or decisions taken because of race, color, religion, sex, disability, <br />familial status, or national origin that have an effect of restricting housing choice or the availability of <br />housing choice. <br /> <br />The analysis includes a review of the entitlement community’s laws, regulations, administrative <br />procedures and practices. It assesses how laws affect the location, availability and accessibility of <br />housing while considering conditions, both public and private, affecting fair housing choice for all <br />protected classes within the jurisdiction. Six specific impediments as well as strategies to address each <br />impediment are identified in the Fair Housing Plan. The impediments and strategies were developed in <br />consultation with the HPB. The Fair Housing Plan is included in Appendix A. <br /> <br /> <br />RELATED CITY POLICIES <br />The Eugene-Springfield 2010 Consolidated Plan is consistent with other plans adopted by local <br />jurisdictions, such as the Residential Land Use and Housing Element of the Metropolitan Area General <br />Plan, Eugene City Council Adopted Growth Management Policies, the Lane County Ten-Year Plan to <br />End Chronic Homelessness, and the Lane County Continuum of Care Plan. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council can approve, not approve, or modify the Eugene-Springfield 2010 Consolidated Plan. <br />The Consolidated Plan must be adopted by resolution. <br /> <br /> <br /> <br />Z:\CMO\2010 Council Agendas\M100426\S1004263.doc <br /> <br />
