ATTACHMENT A <br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />McNutt Room—City Hall—777 Pearl Street <br />Eugene, Oregon <br /> <br /> November 9, 2009 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: Alan Zelenka, Mike Clark, Andrea Ortiz, Jennifer Solomon, Chris Pryor, <br />George Poling, George Brown. <br /> <br />COUNCILORS ABSENT: Betty Taylor. <br /> <br />Her Honor Mayor Kitty Piercy called the work session of the Eugene City Council to order. She announced <br />that Ms. Taylor was attending a National League of Cities conference. <br /> <br />A. COMMITTEE REPORTS AND ITEMS OF INTEREST FROM MAYOR, CITY <br />COUNCIL, AND CITY MANAGER <br /> <br />Ms. Piercy proclaimed Saturday, November 21, 2009, as Eugene Public Library Foundation Appreciation <br />Day. She distributed cards received from citizens on the subject of arbitrary enforcement of fence height <br />restrictions. She attended a meeting of the Land Conservation and Development Commission (LCDC) that <br />included a presentation on the West Eugene Collaborative and a roundtable discussion by jurisdictions on <br />their current activities. She met with mayors from throughout the County on formation of an Area <br />Commission on Transportation (ACT). She said that the Oregon Department of Transportation would come <br />to the area to present information on legislatively mandated road projects and noted that the FOOD for Lane <br />County Dining Room had celebrated its third year of operation. She was pleased with the number of people <br />who visited downtown during the First Friday Artwalk. <br /> <br />Mr. Clark described his experience as principal-for-a-day at Cal Young Middle School. He attended a <br />Santa Clara Community Organization meeting and commended a presentation by City staff on the Eugene <br />Comprehensive Lands Assessment (ECLA) process. He also attended the LCDC meeting and posed a <br />question to the commission about possible conflict resolution mechanisms. He announced there would be a <br />fundraiser for the Save Civic Stadium organization at Tsunami Books on November 12. <br /> <br />Mr. Pryor thanked Ms. Piercy and Mr. Clark for representing the City at the LCDC meeting. He attended <br />the swearing-in ceremony for Police Chief Pete Kerns and was impressed with the support of the entire <br />Kerns family and their commitment to public service. He attended a West Eugene EmX Corridor <br />Committee meeting, which had expanded membership to include business owners and other stakeholders <br />th <br />along West 11 Avenue. He found the Budget Committee meeting helpful in identifying the financial <br />challenges facing the City. <br /> <br />Ms. Ortiz reported on a conference she attended recently in Austin, Texas, at which there were many <br />sustainable practices to support a commitment to being green. She acknowledged and thanked veterans for <br />their service to the country. She would participate with Lane Transit District in a meeting with business <br />thth <br />owners along 6 and 7 avenues regarding an EmX corridor.
