She supported the Dream Act and would be presenting information on that initiative to the <br />council and the Human Rights Commission in the future. <br /> <br />Mr. Brown attended the Budget Committee meeting and Chief Kerns’ swearing-in ceremony. He also <br />attended a meeting of the Police Commission’s Use of Force Subcommittee, which was reviewing the Taser <br />policy. He encouraged the council to discuss the Taser policy as well and would support Mr. Zelenka’s <br />request for a work session. <br /> <br />Ms. Solomon reported that a recent Active Bethel Citizens meeting was very well attended and discussion <br />topics included the proposed YMCA location and the West Eugene EmX. <br /> <br />Mr. Poling extended thanks to veterans for the sacrifices they made for the country. He wished the United <br />States Marine Corps a happy birthday. <br /> <br />Mr. Zelenka remarked that the financial picture presented as the recent Budget Committee meeting was not <br />optimistic. He congratulated Chief Kerns on his appointment. He noted that the work session he requested <br />on the Taser policy would occur following the Police Commission’s conclusion of its work on the subject. <br />He thanked veterans for their service. He attended the Greenhouse Gas Task Force meeting, which was <br />developing proposed legislation related to land use and transportation. He announced upcoming meetings of <br />Fairmount Neighbors, the Sustainability Commission and Laurel Hill Valley Citizens. <br /> <br />City Manager Jon Ruiz stated that he and Ms. Piercy would attend a Eugene-Springfield leadership class to <br />discuss opportunities and challenges in the region and encourage emerging leaders. He, along with the <br />executive team, attended a recent diversity conference at Lane Community College and found the <br />presentations very thought-provoking. He said the first Arts and Business Alliance of Eugene breakfast was <br />very successful and recognized the efforts of businesses and arts organizations that had partnered to promote <br />both business and the arts. He announced there would be an Economic Development Summit on November <br />19 and encouraged everyone to participate. He also thanked veterans, particularly City employees, for their <br />service to the country. <br /> <br />Ms. Piercy added her thanks to veterans and appreciation to Chief Kerns for his willingness to serve the <br /> <br />committee. She also encouraged councilors to participate in the Economic Development Summit. <br /> <br />B. WORK SESSION: <br /> Infill Compatibility Standards Recommendations <br /> <br />Ms. Piercy and Mr. Ruiz thanked the community members and staff who were working on Infill <br />Compatibility Standards (ICS). Mr. Ruiz introduced Terri Harding, Planning and Development <br />Department, to present the item. <br /> <br />Ms. Harding stated that the purpose of the work session was to prepare for a public hearing on the first <br />round of ICS recommendations. She used a slide presentation to present an overview of the topic and <br />highlight the initial recommendations. She said ICS and Opportunity Siting (OS) were companion projects <br />that promoted different aspects of strategies for compatible residential growth; ICS was aimed at adopting <br />land use regulations that ensured compatible infill within neighborhoods and OS was aimed at finding sites <br />for facilitating higher density development. She said growth management policies nos. 1, 6 and 9 provided <br />the context for the projects.
