The <br />Agenda Item summary also states that the adopted RTP planning period is 2031. The work plan <br />goal stated that appropriate jurisdictions would make amendments to the MetroPlan/TransPlan <br />to achieve RTP/TSP "consistency". While 2024 is closer to 2031 than 2015, the dates are not, in <br />my view, "consistent". Is this intentional or an oversight? <br />The amendment proposed at this time is an interim step that reduces the inconsistency between <br />the state-required Regional Transportation System Plan and the federally-required Regional <br />Transportation Plan without need of future population projections or adjustments to land use <br />designations. The current amendment reflects the actual growth rate of recent years and the <br />growth rate projection prepared for Eugene and Springfield using “safe harbor” methodology. <br />This methodology is satisfactory to ODOT and DLCD at this juncture even though the planning <br />periods do not exactly align. A more robust calibration will occur towards the end of the multi- <br />year work plan, when a new Regional Transportation System Plan is adopted, one that will <br />incorporate information from the two cities’ buildable lands assessments now underway (the <br />work plan is Attachment F of the Agenda Item Summary). <br />Q2: <br />Attachment B provides calculations for horizon years 2025 and 2030, not 2024. Was 2024 <br />extrapolated from the 2025 figure? <br />Yes, the year 2024 was calculated as when the target population would most likely be reached by <br />extrapolating/interpolating from the 2025 and 2030 figures, using simple math. <br />Q3: <br />Regarding the issue of deleting projects that have been completed, I believe that several <br />completed projects are not listed. Has the list been thoroughly reviewed? <br />
