Hall, and that the building would be located on 7th Avenue directly across from the Hilton Hotel. <br />Both of these factors reduce the role of this location in reinforcing 8th Avenue as the Civic Street. <br /> <br />3. The "Good Times" tavern site <br />This site is located between 6th and 7th Avenues, and is backed up by the Ferry Street Bridge off- <br />ramps on one side and the federal parking lot on the other side. While this site seems to have good <br />access to 6th and 7th Avenues, there are a number of constraints on the site which lead the Mayor's <br />Civic Facilities Visioning Committee to drop this location from consideration. Without the ability <br />to obtain the federal parking lot fronting on High Street, the site is too small to support the full <br />Community Safety Building program needs. In addition, the construction of the building adjacent <br />to the Ferry Street Bridge off ramps creates exposure to a number of risks. Finally, this location <br />would pull municipal buildings further away from 8th Avenue, in conflict with the Downtown Plan <br />policies of reinforcing 8th Avenue as Eugene's Civic Street. <br /> <br /> L:\CMO\2004 Council Agendas\M040714\S040714A. doc <br /> <br /> <br />
