ATTACHMENT C <br /> <br /> List of Site Options for City Hall and Community Safety Building <br /> from the Design Charette <br /> <br />City Hall Site Options <br /> <br />1. Current City Hall Site <br />The major advantages of keeping City Hall at the current location are that the City owns the full <br />one-block site and the identity of 8th Avenue as Eugene's Civic Street is reinforced. A disad- <br />vantage of re-using the current site is that interim space for offices currently located in City Hall <br />will be needed while City Hall is under construction, adding to the total project cost. <br /> <br />2. A "Park Blocks" Site <br />The other downtown location for City Hall identified in the Design Charette was the roughly one- <br />half block area on the south side of 7th Avenue, between Willamette and Oak Streets. This site was <br />envisioned to connect to a recreated "North Park Block" as a public plaza. This option would <br />require purchase of the butterfly parking lot from the County, and purchase of a site presently <br />occupied by a private business. Purchase of the butterfly lot would require the City to replace <br />approximately 250 parking spaces at a cost of at least $5 million. <br /> <br />The primary advantages of this location are the creation of a "Civic Plaza" by connecting City Hall <br />to the Park Blocks, and the potential partnership with Lane County in co-location of functions with <br />the City in a new building. <br /> <br />Community Safety Building Site Options <br /> <br />Three sites were identified during the Civic Center Design Charette, each approximately one-half <br />block in area. <br /> <br />1. City-owned parking lot across 8th from City Hall, between Pearl and High Streets <br />The major advantages of locating the Community Safety Building across from City Hall are the <br />proximity to City Hall, the chance to reinforce 8th Avenue as the Civic Street, and avoiding <br />additional costs by using City-owned property. A disadvantage is that this site is not the Lane <br />County Sheriff Office's preferred site, so the opportunities to consolidate services with the <br />Sheriff' s Office are reduced. <br /> <br />2. A "Park Blocks" site <br />As noted above, this is a roughly one-half block area on the south side of 7th Avenue, between <br />Willamette and Oak Streets. This site was envisioned to connect to a recreated "North Park <br />Block" as a public plaza. This option would require purchase of the butterfly parking lot from the <br />County, and purchase of a site presently occupied by a private business.
