<br />CHAPTER 2: PROJECT BACKGROUND <br />th <br />The West 11 Avenue Corridor, located in the City of Eugene, is the primary east/west arterial linking <br />West Eugene and downtown Eugene. The corridor contains several major employment centers, large <br />commercial developments, industrial uses, a growing residential population, and valuable natural <br />th <br />resources. General purpose and transit traffic that travels the West 11 Avenue Corridor experiences <br />inconsistent traffic times throughout the day and peak periods. Numerous travel times surveys showed a <br />large variation in travel speeds, stop delay and number of stops. Without transportation improvements to <br />this corridor, travel times, reliability, efficiency, and effectiveness will only worsen in the future. <br />Several major transportation corridors within the Central Lane Metropolitan Planning Organization (MPO) <br />boundaries require additional corridor-level analyses to address existing and future capacity, safety, and <br />th <br />operational issues over the next 20 years. The West 11 Avenue Corridor was identified in this list of <br />corridors that required further study and major investments to address access, safety, and operational <br />th <br />problems. Furthermore, West 11 Avenue (Terry Street to Chambers Street) has been identified as a <br />1 <br />congestion management corridor for the Congestion Management System. In addition to the study of the <br />th <br />West 11 Avenue Corridor, other improvement projects are planned adjacent to the corridor, including: <br />th <br /> West 11 Avenue (Green Hill Road to Terry Street) Upgrade to a five-lane urban facility <br />th <br /> Green Hill Road (Barger Drive to West 11 Avenue) Upgrade to two to three-lane urban facility <br />th <br /> Beltline Highway (Roosevelt Boulevard to West 11 Avenue) - Continue widening to four-lanes <br />th <br />with new railroad crossing, grade separation at Roosevelt Boulevard, and turn lanes on West 11 <br />Avenue <br />th <br /> Beltline Path (Roosevelt Boulevard to West 11 Avenue) Construct multi-Use Path <br /> Commerce Connector (Fern Ridge Path to Commerce Street) Construct multi-Use Path and <br />Bridges <br /> West Eugene BRT Express (EmX) Project <br />Policies, Goals and Objectives <br />th <br />The West 11 Avenue Corridor Study addresses the roadway, transit, bicycle, and pedestrian policies <br />established in the Central Lane MPO Regional Transportation Plan (RTP). The policies are direction <br />statements that assist in decisions to achieve transportation goals.
