A safety analysis was prepared to review historical collision data in order to identify locations along West
th
11 Avenue that have potentially high collision rates for vehicles and pedestrians. In addition, a safety
collision/conflict analysis was conducted at five intersections where the highest collision rates occurred.
th
Access driveway locations along West 11 Avenue, including the businesses associated with each access
point, were identified and analyzed as part of the access management plan. Driveways that are closely
spaced to adjacent driveways and intersections were considered for modification or consolidation. In
addition, raised medians and signage were also considered as improvements for access management. The
access management plan incorporates the results from the safety analysis when considering the
modification or consolidation of driveways.
Additionally, an inventory of the existing bicycle and pedestrian facilities was reviewed to identify where
pedestrian facilities are not provided, gaps in the pedestrian sidewalk network occur, and the location of
bicycle lanes and connections to pedestrian facilities. Lastly, long-term improvements have been identified
by the City that addresses access management, additional capacity, and safety enhancements along the
th
West 11 Avenue corridor. These long-term improvements were addressed with conceptual schematics,
and could be considered as development or redevelopment occurs.
Study Area
th
The segment of West 11 Avenue being analyzed is a four and a half mile long corridor (shown in Figure
2-1) that extends from Green Hill Road on the west to Chambers Street on the east. There are sixteen
th
signalized intersections along the West 11 Avenue corridor, and all of these were analyzed in conjunction
th
with this study. In addition, two intersections along West 13 Avenue were analyzed at Garfield Street and
th
Chambers Street (West 11 Avenue splits into a couplet at Garfield Street with eastbound traffic using
thth
West 13 Avenue and westbound traffic using West 11 Avenue). Furthermore, three signalized
thth
intersections along the West 6 Avenue-West 7 Avenue couplet to the north were analyzed. In total,
analysis was performed for twenty-two study intersections (which are listed below from west to east):
thth
West 11 Avenue/Green Hill Road West 11 Avenue/Tyinn Street
thth
West 11 Avenue/Ed Cone Blvd West 11 Avenue/Oak Patch Road
thth
West 11 Avenue/Terry Street West 11 Avenue/Conger Street
thth
West 11 Avenue/Danebo Avenue-Willow West 11 Avenue/McKinley Street
Creek Road
th
West 11 Avenue/City View Street
th
West 11 Avenue/Beltline Road (ORE 569)
th
West 11 Avenue/Garfield Street
th
West 11 Avenue/Commerce Street
th
West 11 Avenue/Chambers Street
th
West 11 Avenue/Bertelsen Road
th
West 13 Avenue/Garfield Street
th
West 11 Avenue/Bailey Hill Road
th
West 13 Avenue/Chambers Street
th
West 11 Avenue/Fred Meyer shopping
th
West 6 Avenue/Garfield Street
center access
th
West 7 Avenue/Garfield Street
th
West 11 Avenue/Seneca Road
th
West 7 Avenue/Chambers Street

th
West 11 Avenue Corridor Study September 4, 2009
City of Eugene P07265-003-000
6
