<br />approximate $50,000 through use of consultant services to supplement limited staff resources. Cost to <br />modify left-turn signal phasing by replacing signal heads at seven intersections could approximate <br />$10,000 using staff resources and new equipment. <br /> <br />Intersection Modifications <br />Study analysis showed that five intersections in ODOT jurisdiction would fail to meet mobility <br />standards either now or in the 2013 future year (Greenhill Road, Terry Street, Danebo Avenue/Willow <br />th <br />Creek Road, Randy Papé Beltline, 7 Avenue/Chambers Street). Improvements were identified for all of <br />these intersections, but only two (Terry Street and Randy Papé Beltline) are suggested as priority <br />capacity-enhancing improvements to be coordinated with ODOT. Improvements at Terry Street would <br />extend a westbound through-lane, reconfigure the southbound approach-lanes and modify the signal <br />phasing. Improvements at Randy Papé Beltline include constructing additional left-turn lanes (to form <br />dual left-turn lanes) at the southbound and eastbound approaches. Two City intersections (Bailey Hill <br />Road and Seneca Road) were identified for adding capacity through new turn-lanes. Bailey Hill Road <br />improvements include adding a northbound right-turn lane. Seneca Road improvements would add a <br />westbound right-turn lane. <br /> <br />Four intersections were prioritized for cost estimates for capital improvements to add turn-lanes. The <br />addition of turn-lanes would reduce congestion at these intersections to meet adopted mobility standards <br />and reduce travel delay for motorists. These rough cost estimates were prepared by the consultants and <br />have not been refined or verified by City staff (so they are subject to change). They do give a sense for <br />the order of magnitude of costs, however. <br /> <br />City of Eugene Facilities <br />th <br /> <br /> <br />West 11 Avenue/Bailey Hill Road - add northbound right-turn lane: ~$500,000 <br />th <br /> <br /> <br />West 11 Avenue/Seneca Road - add westbound right-turn lane: ~$1.1 million <br /> <br />ODOT Facilities <br />th <br /> <br /> <br />West 11 Avenue/Terry Street - add westbound lane for one-quarter mile and restripe <br />southbound approach: ~$2 million <br />th <br /> <br /> <br />West 11 Avenue/ Randy Papé Beltline - add southbound left-turn lane (for dual lefts) <br />and eastbound left-turn lane (for dual lefts): ~$1.5 - $3 million <br /> <br />th <br />Both the Regional Transportation Plan and TransPlan also contain a project on West 11 Avenue <br />between Greenhill Road and Terry Street that would bring West 11th Avenue up to urban standards in <br />this section. Either project (that contained in the Regional Transportation Plan and TransPlan, or <br />proposed in this study) requires joint development with ODOT and the City of Eugene through the <br />regional transportation improvement process.
