<br />CHAPTER 5: SAFETY ANALYSIS <br />This section reviews the historical collision data and the findings from the traffic conflict analysis at five <br />th <br />intersections along West 11 Avenue that were identified as high collision locations in the existing <br />conditions chapter (see Chapter 3). Historical collision data for the study area corridor was collected from <br />the City of Eugene and ODOT to determine the trends and characteristics of prior crashes at the following <br />locations: <br />th <br /> West 11 Avenue and Bertelsen Road <br />th <br /> West 11 Avenue and Bailey Hill Road <br />th <br /> West 11 Avenue and Seneca Road <br />th <br /> West 11 Avenue and Oak Patch Road <br />th <br /> West 7 Avenue and Garfield Street <br />Collision Analysis <br />The collision records from ODOT were compiled to prepare collision diagrams that show the location and <br />type of collision within 500 feet from the intersection. In Appendix B, there are figures that illustrate the <br />locations of the collisions at each intersection. As discussed in the existing conditions chapter (see Table 3- <br />th <br />7), the West 11 Avenue/Bailey Hill Road intersection has the highest number of collisions along the West <br />th <br />11 Avenue corridor. Rear-end collisions are the most prominent type making up 47 percent of all <br />collisions. <br />HISTORICAL COLLISION PATTERNS <br />The review of the historical collision records revealed several recurring patterns of collisions, which <br />include the following: <br /> Rear-end collisions occur as the vehicles approaching signalized intersections with minimal <br />headways misjudge vehicles in front of them that stop for vehicle queues, turning traffic, side <br />street traffic, or driveway traffic. <br /> Left-turn collisions occur when vehicles turn out of driveways near the intersection across vehicle <br />queues. <br /> Left-turn collisions occur when vehicles turn into driveways near intersections with marginal gap <br />clearance. <br />Traffic Conflict Analysis <br />A traffic conflict analysis was conducted at each of the five intersections that have the highest number of <br />collisions (see Table 3-7). <br />th <br /> West 11 Avenue/Bertelsen Road <br />th <br /> West 11 Avenue/Bailey Hill Road <br />th <br /> West 11 Avenue/Seneca Road <br />th <br /> West 11 Avenue/Oak Patch Road <br /> <br /> <br />th <br />West 11 Avenue Corridor Study September 4, 2009 <br />City of Eugene P07265-003-000 <br />32 <br />
