<br />During the AM peak hour, mobility standards are not met at two intersections, and during the PM peak <br />hour, mobility standards are not met at five intersections. All the deficient intersections exceed the V/C <br />standard established by ODOT. The intersections are listed below by peak hour during with standards are <br />not met. <br />AM Peak Hour <br />th <br /> West 11 Avenue/Green Hill Road (v/c = 0.87) <br />th <br /> West 11 Avenue/Danebo Avenue-Willow Creek Road (v/c = >1.0) <br />PM Peak Hour <br />th <br /> West 11 Avenue/Green Hill Road (v/c = 1.00) <br />th <br /> West 11 Avenue/Terry Street (v/c = >1.0) <br />th <br /> West 11 Avenue/Danebo Avenue-Willow Creek Road (v/c = 0.91) <br />th <br /> West 11 Avenue/Beltline Road (v/c = >1.0) <br />th <br /> West 7 Avenue/Chambers Street (v/c = 0.95) <br />Intersection Improvements <br />Capacity and signal phasing improvements were reviewed at each of the deficient intersections and at other <br />key intersections that have safety and operational concerns even though they may not be exceeding <br />operational standards. Focus is on intersections because they are the controlling bottlenecks of traffic flow <br />and the ability of a roadway system to carry traffic efficiently is nearly always diminished in their vicinity. <br />Intersection improvements are typically the lowest cost method for improving transportation system <br />capacity. The following intersection improvements were identified at the study intersections and are listed <br />by agency jurisdiction: <br />ODOT <br />th <br />th <br />West 11 Avenue/Green Hill Road. <br /> Either upgrade West 11 Avenue to a five-lane urban <br />30 <br /> <br />arterial or construct a dual-lane roundabout. <br />th <br />th <br />West 11 Avenue/Terry Street. <br /> Widen West 11 Avenue for one-quarter mile west of Terry <br />Street to provide two westbound travel lanes, convert the westbound right-turn lane to a through- <br />right, and restripe the southbound through/right-turn lane to include a shared left- <br />turn/through/right-turn lane (keeping the southbound left lane intact) with a split-phased signal in <br />the northbound and southbound directions. <br />th <br />West 11 Avenue/Danebo Avenue-Willow Creek Road. <br /> Widen the westbound approach at the <br />intersection, convert the westbound shared through/right-turn lane to a dedicated westbound <br />through lane, and construct an exclusive westbound right-turn lane, with permissive-overlap <br />phasing.
