As shown, after <br />th <br />improvements all intersections will meet mobility standards, with the exception of West 11 <br />th <br />Avenue/Danebo Road-Willow Creek Road (AM and PM peak hours) and West 7 Avenue/Chambers <br />Street (PM peak hour). These intersections will continue to operate at V/Cs greater than 0.85. The <br />improvements that would be required to allow for acceptable operations at this intersection were <br />considered to be above and beyond the objective of this study. <br />The right-turn lanes at the two City of Eugene intersections would improve operations as well as safety. As <br />shown previously in Table 3-7, these two intersections have the greatest number of recorded collisions <br />between 2003 and 2006 (see Collision Analysis section in Chapter 3: Existing Conditions). Table 8-2 also <br />do have high V/C ratios (between 0.96 and 0.98). Therefore, they are nearing capacity. <br />Recommended Improvements <br />Intersection improvements can provide the greatest benefits and therefore are recommended at the <br />following four study intersections: <br />ODOT <br />th <br /> West 11 Avenue/Beltline Road <br />th <br /> West 11 Avenue/Terry Street <br />City of Eugene <br />th <br /> West 11 Avenue/Bailey Hill Road <br />th <br /> West 11 Avenue/Seneca Road <br />Even though improvements have been identified for five ODOT intersections, this study recommends that <br />improvements at these two ODOT intersections be given the highest priority of the five ODOT <br />intersections. These projects should be coordinated with ODOT.
