Version A: <br />Attachment C <br />-- appeal of design review to be considered by Hearing <br />Official. <br /> <br /> <br />a. Future use of the ODOT lands shall be primarily residential. This use shall be <br />for low to medium-density residential development. <br /> <br />b. Future development of the ODOT lands shall preserve and enhance the <br />entrance to the City, and special <br />attention shall be given to developing a portion as a gateway park. <br />c. Under future development, office use on the ODOT lands shall be limited to <br />the site of the present Department of Motor Vehicles (DMV) building on the <br />northwest corner of Tax Lot 1000 -03-33- <br />Land Use Diagram). <br /> <br />2. Upon conversion of the ODOT lands from public to private ownership and the <br />ensuing development of the lands shall be compatible with the single-family <br />th <br />development along East 15 Avenue, the commercial uses along Franklin <br />Boulevard and Walnut Avenue, and the existing bike route. <br /> <br /> (k) <br />Low- or Medium-Density Residential headings <br />follows: <br /> <br />[Low- or Medium-Density Residential (L/M) <br /> <br />This area is currently owned by the Oregon State Department of Transportation (ODOT). <br />maintenance facility for the Highway Division. Should the <br />DMV leave this site, it is appropriate for office or professional uses to locate there. <br />Access will continue to be taken from Walnut Street.] <br /> <br />Commercial (C) <br /> <br />There are two commercial areas within the special study area: [serving the <br />th <br />neighborhood: major commercial facilities north of 15 Avenue, primarily facing Franklin <br />th <br />Boulevard;] a commercial area west of Villard at East 13 Avenue that is developed <br />th <br />with an arena and a Community Commercial node at 19 Avenue and Agate Street. No <br />further expansion of commercial zoning shall occur in either area. [Both areas <br />shall remain in commercial uses with no further expansion of commercial zoning in either <br />th <br />area. In order to protect existing residential uses on the south side of 15 Avenue, site <br />th <br />review procedures will be attached to properties facing 15 Avenue east of the alley <br />between Moss Street and Villard Street eastward to the ODOT lands.] <br />Ordinance - Page 5 of 17 <br />
