Version A: <br />Attachment C <br />-- appeal of design review to be considered by Hearing <br />Official. <br /> <br />following policy statements: <br />(a) Future use of the ODOT lands shall be primarily residential. This use <br />shall be for low- to medium-density residential development. <br />(b) Future development of the ODOT lands shall preserve and enhance the <br />special attention shall be given to developing a portion as a gateway <br />park. <br />(c) Under future development, office use on the ODOT lands shall be <br />limited to the site of the present Department of Motor Vehicles (DMV) <br />building on the northwest corner of Tax Lot 1000--- <br />03-33- <br />(d) Upon conversion of the ODOT lands from public to private ownership <br />and the ensuing development of the lands shall be compatible with the <br />th <br />single-family development along East 15 Avenue, the commercial uses <br />along Franklin Boulevard and Walnut Avenue, and the existing bike <br />route. (Policy 2)] <br />(4) Traffic Circulation Policies. <br />[]3 <br />[(a) The Department of Motor Vehicles site shall continue to gain access <br />from Walnut Avenue and not from Franklin Boulevard. (Policy 1)] <br />(ba) The adverse effects of motor vehicle movement shall be mitigated as <br />much as possible. (Policy 2) <br />[(c) Primary vehicular access to the Oregon Department of Transportation <br />Land should minimize impact on nearby residences and Fairmount <br />Park. (Policy 3)] <br />(db) Traffic management techniques shall continue to be used and new <br />techniques developed to reinforce the idea of a hierarchy of streets in <br />the plan area. Some streets shall combine their local, collector, or <br />arterial function with a role as primary pedestrian or bicycle ways. The <br />use of low-volume, local neighborhood streets for through movements <br />by truck and heavy construction equipment shall be discouraged. <br />(Policy 4) <br /> (ec) By March, 2005, the City shall initiate a study of Agate Street between <br />th <br />Franklin Boulevard and 19 Avenue. That study, conducted jointly with <br />the University and the Fairmount Neighborhood Association, shall <br />identify strategies to improve the function and carrying capacity of Agate <br />according to the City criteria for its designated street classification. The <br />City will implement the necessary changes. The University will <br />participate in those improvements as development occurs and as <br />required by the City code, to the extent that the University is directly <br />responsible for the needed improvements. (Policy 6) <br />(fd) The City, with the cooperation of the University and the Fairmount <br />Neighborhood Association, shall initiate an area-wide traffic calming <br />study for the streets within the Fairmount/University of Oregon Special <br />Area Study boundary to determine appropriate mitigation for through- <br />traffic utilizing neighborhood streets. Such study shall be initiated prior <br />to December, 2008, subject to availability of funds. In the event that the <br />City updates the Central Area Transportation Study (CATS) prior to <br />2008, the City shall fund and initiate an area-wide traffic calming study <br />Ordinance - Page 15 of 17 <br />
