(Policy 7) <br /> (ge) If a Traffic Impact Analysis that is required by the City Code projects <br />that a proposed development will increase traffic on streets within the <br />single-family neighborhood to the east and south of University-owned <br />land, the City shall require the applicant to mitigate those impacts <br />through use of traffic calming strategies or other mechanisms designed <br />to discourage through traffic. (Policy 8) <br />(hf) With the exception of alleys, vacations of streets within the state- <br />approved University East Campus boundary should not be permitted, <br />unless the applicant, at his or her expense, provides to the City a local <br />street connection study that demonstrates how the proposed street <br />system remaining after such vacation meets the intent of the Eugene <br />Code street connectivity provisions and that such vacation will not <br />increase traffic volumes on local residential streets. (Policy 9) <br />(6) Bicycle and Pedestrian Policies. <br />[]5 <br />[(a) When the Department of Transportation lands are developed in the <br />th <br />future, consideration shall be given to realigning the 15 Avenue bicycle <br />path in the vicinity of those lands and making it more attractive. (Note: If <br />the bicycle path is realigned, the City shall require an easement for the <br />path to ensure its permanence in the future.) (Policy 1) <br />(b)] Existing and future businesses shall be encouraged to provide safe and <br />covered bicycle parking for employees and patrons. (Policy 3) The use <br />of bicycles, mass transit, walking, carpooling, and other appropriate <br />alternative modes of transportation, especially by employees working in <br />the plan area, shall be actively encouraged and provided for in order to <br />reduce automobile dependence and alleviate traffic and parking <br />problems. (Policy 4) <br /> <br />Section 22 <br /> . Section 9.9655 of the Eugene Code, 1971, is added to provide: <br /> <br />9.9655 Walnut Station Specific Area Plan. <br />(1) As part of an application to develop the lands formerly owned by the <br />Department of Transportation (south of Franklin Boulevard, east of <br />Walnut Street and north of 15th Avenue), the developer shall <br />demonstrate that consideration was given to realigning the 15th Avenue <br />bicycle path in the vicinity of those lands and making it more attractive. <br />(Note: If the bicycle path is realigned, the City shall require an easement <br />for the path to ensure its permanence in the future.) <br />(2) As part of an application to develop a property south of Franklin <br />Boulevard or a property in the block on the north side of Franklin <br />Boulevard between Moss Street, Villard Street, and Garden Avenue <br />within the Walnut Station Specific Area Plan, applicants are encouraged <br />to include access for pedestrians, bicycles and limited vehicular access <br />consistent with the Transportation Features map shown as Figure <br />9.3978(3)(b) in the Walnut Station Special Area Zone. <br /> <br />Ordinance - Page 16 of 17 <br />
