Version B: <br />Attachment D <br />Presented for Public Hearing on 6/21/10 -- appeal of design review to be considered by Planning <br />Commission. <br /> (l) Policy Nos. 1 and No. 3 under the “Traffic Circulation” subsection of Section III <br />(“Transportation and Parking”) are deleted and the remaining policies are renumbered <br />accordingly. <br />[1.The Department of Motor Vehicles site shall continue to gain access from Walnut <br />Avenue and not from Franklin Boulevard. <br />2.Primary vehicular access to the Oregon Department of Transportation Lands should <br />minimize impact on nearby residences and Fairmount Park.] <br /> (m) Policy Nos. 1 and No. 2 under the “Bicycle and Pedestrians” subsection of Section <br />III (“Transportation and Parking”) are deleted and the remaining policies are renumbered <br />accordingly. <br />[1.When the Department of Transportation lands are developed in the future, <br />th <br />consideration shall be givento realigning the 15Avenue bicycle path in the vicinity <br />of those lands and making it more attractive. <br />Note: If the bicycle path is realigned, the City shall require an easement for the path <br />to ensure its permanence in the future. <br />2.The University and City shall work with the State Department of Transportation and <br />University community neighborhoods to address the issue of improved bicycle and <br />pedestrian connections across Franklin Boulevard.] <br /> (n) Map 3 “Land Use Study Areas,” Map 4 “Generalized Existing Land Use” and Map 6 <br />“Land Use Diagram” are revised to remove the Walnut Station area from those Maps as shown <br />on Exhibits D-1, D-2 and D-3, attached to this Ordinance. <br />(o) The “Summary of Policies” section is deleted in its entirety and removed from the <br />Table of Contents. <br />Section 4. The Riverfront Park Study is amended as follows: <br />(a)Policy No. 1 under the “Land Use” subsection of Section II (“Policies”) is amended to <br />provide: <br />The City of Eugene shall apply the Special Development District to property under <br />University ownership <br />except for property included in the boundaries of the Walnut <br />. <br />Station Specific Area Plan boundaries <br /> (b) Policy No. 2 under the “Land Use” subsection of Section II (“Policies”) is amended to <br />provide: <br /> The City of Eugene shall consider Special District zoning for other properties within the <br />Riverfront Park Study area only at the request of affected property owners <br /> except for <br />. <br />property included in the Walnut Station Specific Area Plan boundaries <br />Ordinance - Page 6 of 18 <br />
