Version B: <br />Attachment D <br />Presented for Public Hearing on 6/21/10 -- appeal of design review to be considered by Planning <br />Commission. <br />a.Future use of the ODOT lands shall be primarilyresidential. This use shall be <br />for low–to medium-density residential development. <br />b.Future development of the ODOT lands shall preserve and enhance the <br />existing “gateway” effect as an attractive entrance to the City, and special <br />attention shall be given to developing a portion as a gateway park. <br />c.Under future development, office use on the ODOT lands shall be limited to <br />the site of the present Department of Motor Vehicles (DMV) building on the <br />northwest corner of Tax Lot 1000 –Assessor’s Map 17-03-33-31 (“S” on the <br />Land Use Diagram). <br />2.Upon conversion of the ODOT lands from public to private ownership and the <br />ensuing development of the lands shall be compatible with the single-family <br />th <br />development along East 15Avenue, the commercial uses along Franklin <br />Boulevard and Walnut Avenue, and the existing bike route. <br /> (k) The “Land Use Diagram Text” subsection of Section II “Land Use” is amended to <br />delete the “Low- or Medium-Density Residential (L/M)” and “Professional /Office (S)” headings <br />and the text under those headings and to revise the text under the “Commercial (C)” heading as <br />follows: <br />[Low-or Medium-Density Residential (L/M) <br />This area is currently owned by the Oregon State Department of Transportation (ODOT). <br />It contains the Eugene Office of the State Police, the District Engineer’s Office, and the <br />maintenance facility for the Highway Division. The State has expressed interest in <br />relocating these functions. The diagram indicates the area should be for low-or <br />medium-density residential uses should the State decide to relocate in the future. <br />Development in the area should preserve a parklike border along Franklin Boulevard to <br />preserve the “gateway entrance” to the city. Site review procedures will be followed in <br />future development to protect nearby residences and ensure a “parklike gateway.” <br />Professional/Office (S) <br />This site is currently owned by the State Department of Transportation and contains the <br />East Eugene drive test center for the Department of Motor Vehicles (DMV). Should the <br />DMV leave this site, it is appropriate for office or professional uses to locate there. <br />Access will continue to be taken from Walnut Street.] <br />Commercial (C) <br />There are two commercial areas within the special study area [serving the <br />: <br />th <br />neighborhood: major commercial facilities north of 15Avenue, primarily facing Franklin <br />th <br />Boulevard;] <br /> a commercial area west of Villard at East 13 Avenue that is developed <br />th <br /> and a Community Commercial node at 19 Avenue and Agate Street. <br />with an arenaNo <br /> [Both areas <br />further expansion of commercial zoning shall occur in either area. <br />shall remain in commercial uses with no further expansion of commercial zoning in either <br />th <br />area.
