(a) Consistency with design objectives listed at EC 9.3950 Purpose of the S -WS Walnut Station <br />Special Area Zone. <br />(b) The project seeking Design Review approval will achieve an equivalent or higher qual- <br />ity design than would result from strict adherence to the otherwise applicable standards <br />through: <br />1. A building orientation, massing, articulation, and facade that contributes positively <br />to the surrounding urban environment and; <br />2. An overall site and building design that creates a safe an attractive pedestrian <br />environment. Design elements for this purpose may include special architectural <br />features, high quality materials, outdoor seating, pedestrian scaled lighting, promi- <br />nent entries facing the street, multiple openings or windows, and a significant use <br />of clear, untinted glass. <br />(c) Impacts to any adjacent residentially Zoned properties are minimized. Design elements for <br />this purpose may include treatment of building massing, setbacks, stepbacks, screening <br />and landscaping. <br />(d) New buildings shall not increase the shadow cast by more than 20% of the maximum <br />shadow area that would be cast by a building that complied with applicable height, step - <br />back, and setback requirements of this chapter. Building shadow shall be measured at 3:00 <br />p.m. on April 21 of any year. <br />(e) The adverse effects of motor vehicle movement shall be mitigated as much as possible. <br />Primary vehicular access to the lands north of 15th Avenue and east of walnut Street <br />should minimize impact on nearby residences and Fairmount Park. <br />(f) Proposed development shall mitigate the storage effects of motor vehicle parking and <br />parking impacts on the surrounding neighborhood shall be reasonably mitigated by <br />minimizing off-street parking. This can be accomplished through the use of shared parking <br />agreements; car sharing and bus pass programs, and other Transportation Demand Man- <br />agement Strategies. <br />In addition, the following criterion is applicable to any development application that requires a <br />Traffic Impact Analysis review: <br />(g) If a Traffic Impact Analysis that is required by the City Code projects that a proposed devel- <br />opment will increase traffic on streets within the single - family neighborhood to the east <br />and south of University -owned land the City shall require the applicant to mitigate those <br />impacts through the use of traffic calming strategies or other mechanisms designed to <br />discourage through traffic. <br />The third way goals and objectives of the plan are addressed is through the application of adopt- <br />ed policies that are within this walnut Station Specific Area Plan. Policies are statements that set <br />a specific course of action that will move the plan towards attainment of the goals and objectives. <br />Policies are adopted by the City Council as guidance for decision making in the area. City pro- <br />grams, actions, and decisions will be evaluated on the basis of their ability to implement adopted <br />policies of this plan as well as other adopted City goals and policies. These policies largely provide <br />direction to address issues that could not be fully addressed and resolved in the scope of this plan, <br />such as policies regarding future park land and treatment of the Millrace. The following policies <br />are applicable to relevant Type III, IV, and V land use applications: <br />(h) By April 30, 2011, the City shall initiate a process to evaluate the land use category of <br />"University or College "to better define which uses are permitted outright. In preparing the <br />report, city staff shall consult with representatives of the Fairmount Neighbors Association <br />and the University of Oregon. This study shall be completed by October 30, 2012. <br />(i) The City shall encourage applicants who desire amendments to this plan to involve the col- <br />laboration of the City and the Fairmount Neighborhood in the review and revision process. <br />(j) After three years or 50,000 square feet of development (cumulatively) has been approved, <br />whichever comes first, staff will provide a report to the Planning Commission regarding the <br />status -of development in the walnut Station mixed use center and the potential impacts <br />
