Form based codes are based on a vision for an area, and visual tools are used to communicate <br />this vision. An Illustrative Plan was created to capture a development pattern consistent with <br />the vision. This is a valuable tool to communicate the look and feel desired for an area. <br />Franklin Corridor Urban General <br />Early design iterations portrayed different levels of intensity along the Franklin Corridor, focusing <br />the highest level of development density at the EmX stations. As the plan progressed, a strong <br />need was recognized to allow for a large degree of flexibility as to how the area could develop, <br />and that the market rather than the City regulations should dictate where the appropriate level <br />of commercial intensity could occur. As such, the entire Franklin Corridor became one frontage <br />district. <br />Franklin Boulevard <br />7 Story Maximum <br />Franklin Blvd. <br />Several variations of building height limitations were considered. Some property owners sug- <br />gested retaining the existing height limit of 120 feet, while some neighbors favored buildings no <br />more than three or four stories anywhere within the Special Area Zone. In order to determine <br />the appropriate building height standards, it was necessary to address the specific impacts <br />that were of concern regarding building height rather than trying to arbitrarily reduce building <br />heights. <br />Access to sunlight along Franklin Boulevard was raised as a concern, and some participants <br />recommended a maximum building height of five stories to ensure the sidewalk on the north <br />side of Franklin Boulevard would not be in shadow cast from buildings on the south side of the <br />street. when this was evaluated, it was found that a seven story building height with a 15 foot <br />stepback above five stories will allow sunlight to illuminate the sidewalk and the entire face of <br />buildings on the north side of Franklin Boulevard, even on the shortest day of the year. <br />There was also the consideration of how to incentivize high quality construction, and how to <br />encourage seven story buildings in the most urban portion of the area to be a minimum of <br />seven stories in height without an additional review process. The maximum height for wood - <br />frame building construction in Eugene is five stories. Buildings of five stories or less are typically <br />constructed with wood frames, and this type of construction is typically is used for apartment <br />PIs, <br />
