Concrete or steel frame construction must be used for buildings of six stories or more <br />in Eugene, and concrete and steel frame construction is more typically used for condominiums. <br />Concrete and steel frame construction buildings typically have longer life spans and are made <br />of more durable, attractive materials. Allowing for a maximum of seven stories along Franklin <br />Boulevard will provide an incentive for this type of construction in the Walnut Station core area <br />and provide for a wider variety of housing types. <br />In allowing for seven story buildings there is a nexus between the levels of public and private <br />investment proposed for the area in consideration of the proposed development of the multiway <br />boulevard. The seven story height limitation is a maximum, not a minimum or required height. <br />There is no requirement for a minimum building height within the plan boundary. <br />15 11 - Avenue Millrace Transition Areas <br />There was agreement that special consideration should be given to the 15th Avenue transition, <br />and all stakeholders agreed on a three story maximum height and a ten foot minimum setback <br />for the entire portion of 15th Avenue within the walnut Station Specific Area Plan. This matched <br />the building form of the residential side of 15 Avenue.
