Ms. Bettman, seconded by Mr. Poling, moved to accept the report and hold <br /> a public hearing prior to adopting the policy principles. <br /> <br />Mayor Torrey suggested the public hearing be scheduled for July 12. <br /> <br />Ms. Taylor conveyed her support for the motion. <br /> <br />Mr. Kelly liked the siting along 8th Avenue and thought the amount and location of parking was appropriate, <br />the restoration of the northwest Park Block, and he hoped that Farmer's Market people would be at the table <br />to discuss what they though should happen. <br /> <br />Ms. Nathanson supported the motion. She asked that the public hearing be more specific. She suggested <br />collaboration and collocation should be part of the hearing topic. <br /> <br />Mayor Torrey recommended giving specific elements of the vision to the public and asking citizens to <br />comment on them. <br /> <br />Ms. Nathanson said the public hearing would be more valuable if it asked the public what the civic center <br />meant to them, whether they wanted to consolidate, and how they felt the vision for 8th Avenue should <br />proceed. <br /> <br />Mr. Meisner opposed the motion. He felt it was narrowing the focus too much and that the question that <br />needed to be asked whether they, over the course of the next 20 years, wanted to plan for a civic center. He <br />thought they should be asked %ig questions," such as whether they wanted to share quarters with other <br />jurisdictions. <br /> <br />Ms. Solomon opined that the motion in the packet would have been completely appropriate. However, she <br />indicated she would support the motion on the table. <br /> <br />Mr. Poling supported the motion. <br /> <br />Ms. Taylor hoped charette participants would participate in the public hearing. Mr. Kelly asked if a display <br />ad for the public hearing with bulleted questions for consideration could be placed in The Register-Guard. <br /> <br />Ms. Solomon pointed out that there had been a public process to date which included input from citizen <br />committee members and the design charette.
