BACKGROUND AND INVENTORY CHAPTER 1 <br />There are different sources of airport revenue. The FAA provides the majority of capital improvement <br />funding through the Airport Improvement Program (AIP), which provides grants to public <br />municipalities – and, in some cases to private owners and entities – for the planning and development <br />of public-use airports. AIP grants are generally 95 percent Federal, with a 5 percent local match, and <br />provide funds for projects for infrastructure improvement (such as runways and taxiways), noise <br />mitigation, land acquisition, navigational aids, safety and security. EUG receives AIP entitlement <br />funds based on a formula set by law, and can also apply for discretionary funds through this program. <br />EUG uses general obligation bonds, revenue bonds, state lottery loans, passenger facility charges. <br />Operating revenues include automobile parking fees, aircraft landing fees, concession agreements, <br />and lease payments from airport tenants. Income is used to pay capital improvements, operating <br />expenses, and for AIP local match. Major airport improvement expenses include large capital <br />projects, such as runway construction and rehabilitation, and terminal expansion and remodeling. <br />Major operating expenses include airfield and terminal maintenance, aircraft rescue and fire fighting, <br />security, and administrative costs. These items will be documented and presented as part of the <br />financial feasibility element of this Master Plan Update. <br />2. <br />Facilities Inventory <br />2.1 Land <br />EUG is located on approximately 2,340 acres, owned in fee simple by the City of Eugene. The <br />majority of the land is used for pavements, facilities, and structures, and for the FAA-specified <br />separations, setbacks, and clearances established for the protection of these airfield items. Land is <br />also used for roadways, farming, livestock, and drainage.
