CHAPTER 3 <br />FACILITY REQUIREMENTS <br />north to serve FBOs, OASM, the south corporate and general aviation area, and on-airport businesses. <br />Grumman Drive diverts north from Airport Drive to serve LAA, the south corporate and general aviation <br />area, and on-airport businesses, and connects to Boeing Drive. <br />8.2 Terminal Curbfront <br />The curbfront provides the interface between the terminal and the circulation system. At EUG the <br />curbfront is a linear, single-level system with two through lanes and one curb lane where both arrival and <br />departure activities take place. In advance of the terminal curbfront, there is a single-lane pull-out <br />roadway with parking bays located between the curbfront roadway and the parking areas that is used by <br />taxis, hotel shuttles, and buses. <br />Demand for terminal curbfront is typically related to annual enplanement levels. Planning standards <br />indicate a ratio of approximately 1,000 annual enplanements per linear foot of curb frontage. With current <br />annual enplanements at approximately 360,000, this ratio indicates that the existing 525 feet of curbfront <br />is adequate at present. However, the annual enplanements are projected to increase to above 525,000 <br />sometime between the 2016 and 2026, indicating a need for some type of improvement. Chapter Four, <br />Alternative Plan Concepts, will explore ways of assuring adequate terminal curbfront. This may include a <br />physical expansion of the curbfront, enforcement of dwell times, or other methods for achieving the <br />desired result. <br />8.3 <br />Auto Parking <br />EUG automobile parking consists of public, rental car, and employee parking areas. Public parking <br />consists of short- and long-term parking, and remote overflow parking, all accessed by Douglas Drive. <br />Rental car parking consists of separate ready/return and storage/service lots, both accessed by Douglas <br />Drive. Employee parking consists of a dedicated lot for Airport employees, and a lot shared with other <br />Airport services, both accessed by Lockheed Drive. <br />Public Auto Parking <br />EUG has a high percentage of originating passengers, most of which use private automobiles instead of <br />public transportation to travel to the Airport, resulting in a demand on Airport public parking. <br />Public parking areas, accommodating air travel passengers, are located at grade level in front of the <br />terminal building, within the Douglas Drive loop roadway. There are 241 spaces in the short-term lot, <br />located nearest the terminal building, behind the rental car ready/return lot. There are 714 spaces in the <br />long-term lot, located adjacent to the short-term lot. Both lots are filled on a first-come, first-served basis. <br />A remote lot with 585 spaces, located east of Douglas Drive, is provided for overflow from the short- and <br />long-term lots. Use of the remote lot has been increasing steadily, with peaks occurring during holiday <br />seasons. Combined, these lots accommodate 1,540 automobiles. <br />The number of auto parking spaces needed to accommodate current and projected demand is estimated <br />using a planning ratio relating parking spaces to enplanements.
