CHAPTER 3 <br />FACILITY REQUIREMENTS <br />Table 3-5: Public Automobile Parking Requirements <br />Passenger Public Automobile Parking <br />Year <br />Enplanements Required Available <br />2006 360,258 1,189 1,540 <br />2011 412,873 1,362 <br />2016 445,593 1,470 <br />2026 557,736 1,841 <br />Contingency 700,000 2,310 <br />Based on full utilization of the overflow public parking lot, the 1,540 available parking spaces are <br />expected to be sufficient through 2016, but 300 additional spaces are expected to be required by 2026, <br />and 770 additional spaces (beyond the existing number) are required under the Contingency Demand <br />scenario. <br />As mentioned above, 585 parking spaces (38 percent of the total parking spaces) are located in a remote <br />lot across Douglas Drive. This lot requires the use of a shuttle for passengers to access the terminal. <br />The use of this remote lot during peak periods, winter and spring holidays, has become more common, <br />which indicates that the 955 parking spaces in the main lots close to the terminal are at capacity during <br />those periods. A study of parking records indicates that parking during the peak period is approximately <br />22 to 25 percent higher than average when the remote lot is being used. Because of the cost of <br />operating the remote lot and its inconvenience to passengers, it is recommended that the parking areas <br />closer to the terminal be expanded so that the use of the remote lot can be limited to periods of peak <br />usage. <br />Options for providing short- and long-term public auto parking (including possible continued use of an <br />overflow lot), will be explored and considered in Chapter Four, Alternate Plan Concepts. <br />Rental Car Parking <br />The four rental car agencies operating in the passenger terminal share in the use of the Airport’s rental <br />car facilities. Rental car parking is distributed between two functional areas: a ready/return lot and a <br />storage/service lot. The ready/return lot is located across Douglas Drive from the passenger terminal. <br />The storage/service lot is located on the north end of passenger parking, within Douglas Drive loop <br />roadway. There are 144 spaces in the ready/return lot, and 115 spaces in the storage/service lot, which <br />also has service and cleaning facilities. These lots and facilities are well utilized and near capacity, and <br />additional service facilities are desired. <br />The need for rental cars can be correlated to passenger enplanements, to forecast demand, as shown in <br />Table 3-6 <br />. <br />3-21 <br />Eugene Airport Master Plan Update <br />(February 2010) <br /> <br />
